President William Ruto and several Cabinet Secretaries have made major changes across several state agencies in the latest gazette notice.
In the gazette notice issued on November 28, 2025, the Trade Cabinet Secretary, Lee Kinyanjui, revoked the appointment of Josephat Kabeabea as a Member and Chairperson of the Board of Directors of the Anti-Counterfeit Authority, with immediate effect.
“IN EXERCISE of the powers conferred by section 6 (1) (a) and (h) of the Anti-Counterfeit Act, as read together with section 51 (1) of the Interpretation and General Provisions Act, the Cabinet Secretary for Investments, Trade and Industry revokes the *appointment of—
JOSEPHAT GICHUNGE MWIRABUA KABEABEA
as a Member and Chairperson of the Board of Directors of the Anti-Counterfeit Authority, with effect from the 28th November, 2025,” read the notice.

His firing comes weeks after the Director of Public Prosecutions (DPP), Renson Ingonga, approved charges against him for allegedly demanding and receiving a bribe from a Chinese national operating under the name Hongda Automotive Limited.
President Ruto also reappointed Winfreda Ngumi as Chairperson of the Kenya National Highways Authority (KeNHA).
“IN EXERCISE of the powers conferred by section 5(1)(f)(i) of the Kenya Roads Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint— WINFRIDA NGUMI to be the Non-Executive Chairperson of the Board of Directors of the Kenya National Highways Authority, with effect from 28th November, 2025 up to 23rd November, 2026,” added the gazette notice.
On his part, the Education CS, Julius Ogamba, appointed former Busia Woman Representative, Florence Mutua, as a Member of the Council of Mama Ngina University College for a period of three (3) years, with effect from Friday, November 2025, revoking the appointment of Lizzie Chongoti.

Additionally, the Education CS appointed Ruth Charity Wanyonyi, Edita Wambeti Njue, Emmanuel Bore Ng’etuny, and Thuranira Thimangu to be Members of the Council for the Tharaka University, for a period of three (3) years.
Moreover, CS Ogamba appointed Robert Nyanjui Wainaina and Peter Bunei Mastamet as Members of the Council of Maseno University for a period of three (3) years.
Transport CS, Davis Chirchir, also appointed Joyce Nyambura Mundara and Kenneth Wando Odhiambo as Members of the Board of the Kenya Urban Roads Authority for a period of three (3) years, with effect from November 28, 2025.
ICT CS Wiliam Kabogo, on his part, appointed Kosgei Kemboi Alvin, Abduba Mollu Ido (Dr.), CPA Enock Nyanchoga Monari, and Risper Awuor Olick, to be Members of the Media Council of Kenya, for a period of three (3) years, with effect from 28th November 2025.
Profile of former Anticounterfeit Authority Chair
Josephat Kabeabea is a politician and public official, known for his tenure as a Member of Parliament for Tigania East and his recent role as the Chairman of the Anti-Counterfeit Authority (ACA) Board.
He served as the Chairman of the ACA Board after being appointed by the Cabinet Minister for Investment, Trade, and Industry in February 2023.

He previously served as a Member of Parliament for Tigania East Constituency from 2017 to 2022.
He holds a Master of Science from Makerere University (2005–2008).
