President William Ruto has directed Inspector General of police, Douglas Kanja to deploy 1,860 police officers to the newly established unit within the National Police Service, that is the National Government Administrative Police Unit.
While speaking at the State House during a meeting with chiefs and assistant chiefs on Tuesday, December 2, 2025, at the unveiling of the Jukwaa la Usalama report, the President said the new unit is meant to support chiefs and assistant chiefs in dealing with rising insecurity in villages.
He noted that criminal gangs armed with pangas, knives, and other weapons have continued to terrorize residents and even attack administrators.
“We have heard that in some villages there are thugs carrying pangas, knives, and other weapons. When chiefs go there, they are beaten; assistant chiefs are beaten. They cause chaos and harm to residents.
So, I have instructed the IG to establish the National Government Administrative Police Unit and deploy the first 1,860 officers.
This is to assist chiefs in ensuring that those brewing illegal alcohol or causing trouble are dealt with accordingly,” Ruto said.

President Ruto additionally stated that, over time, the government will deploy more officers to the unit.
“So we will continue, Mr. IG, Let’s start there, and gradually we will keep adding more officers until we ensure that every part of Kenya has National Government Administration Police Unit officers,” said the Head of State.
At the same time, President Ruto ordered the construction of 900 Police stations across the country to improve service delivery.
The Head of State announced that the stations will be constructed within the next two years.

He noted that some police stations in the country are situated too far from the communities they serve, while others have not been built at all.
“We have Police stations that have not been built. Other police stations are located far away from some locations, even when the chiefs have a function, trying to move people from one place to another, it is far. So, we have agreed that we will construct 900 Police stations in the next two years.”
Ruto Orders Construction of 900 Police Stations
According to him, a total of 300 stations will be constructed through the Affordable Housing program, while another 300 will be set up through the National Government Constituencies Development Fund (NGCDF).
President Ruto further announced that the remaining 300 will be constructed by the national government through the Ministry of Interior and National Administration.
“Through our housing program, we will build 300. I will sit down with the ministry and the NGCDF chairman to help us build 300 police stations, as the law allows. The national Government, through the Ministry of Interior, will build 300 Police stations.”

Ruto also announced that the athletes who bagged gold medals at the 2025 Tokyo World Athletics Championships will secure houses under the Affordable Housing Program.
