Former Deputy Chief Registrar of the Judiciary Francis Kakai Kissinger is a human rights activist and attorney.
Kissinger is among the 11 candidates shortlisted for the Independent Electoral and Boundaries Commission (IEBC) Chairperson position.

He is an advocate of the High Court of Kenya with a speciality in international human rights and constitutional law and has held senior positions before with the German Technical Cooperation as senior governance advisor.
Also, he has previously served as executive director of the Independent Medico-Legal Unit (IMLU), a leading human rights organization in Kenya.

Francis Kakai Kissinger professional career
Upon the establishment of the Supreme Court of Kenya in 2011, Kakai was appointed the Deputy Chief Registrar of the Judiciary.
On October 24, 2013, he was appointed Chief Registrar in an acting capacity following the removal of the then Chief Registrar, Gladys Boss Shollei.

Also, he widely consults for the African Union (AU) as an elections consultant.
He worked as a long-term observer for AU in Ethiopia in 2015, coordinated the long-term observer mission for the East African Community (EAC) in Uganda in 2016, and coordinated the long-term observer mission for AU in Zambia in 2016.
The former Deputy Chief Registrar also worked as a team leader for the AU in the pre-election assessment mission in Liberia in April 2017 and as a long-term observer coordinator for the AU in the 2017 General elections in Liberia.
In 1997, he managed the Kenyan elections on behalf of the Electoral Commission of Kenya as coordinator of elections and further worked with the United Nations Development Programme as a lead trainer on Elections and Governance in Kenya in 2007.
In addition, he has consulted for the German Technical Cooperation on Governance issues in Hargeisa, and for the East African Community (EAC) on election-related matters.
Kissinger has also taught law at the Catholic University of Eastern Africa and Kenya School of Law.

Kissinger holds a Bachelor’s degree in Law from the University of Nairobi (UoN) and a postgraduate diploma in Law from the Kenya School of Law.
He also holds a Master’s degree in Law from Harvard Law School and Post Graduate Studies in International Trade Law from the University of Turin, Italy.
