Public Service
Peter Otieno Raburu served in Kenya’s civil service for 30 years, rising through the ranks from District Officer III to Provincial Commissioner (PC), one of the most powerful administrative roles during the presidency of Daniel arap Moi.
His leadership qualities quickly propelled him forward, and in the early 1990s, he was appointed District Commissioner (DC) of Wajir District, a volatile region in North Eastern Kenya.
There, he chaired the District Security Committee, managing frequent bandit attacks and maintaining peace.
It was during this tenure, in 1991, that he underwent a spiritual transformation, giving his life to Christ —a decision that would shape his leadership style and personal philosophy.
He later rose to the rank of Provincial Commissioner, serving in Nyanza, Rift Valley, and Central Province.
In Nyanza, he was known for his vocal defense of the presidency, once ordering the arrest of leaders who insulted President Moi.
In the Rift Valley, ahead of the 2002 General Election, he actively promoted peace among communities, urging ethnic harmony and civic responsibility.
From 2003, in Central Province, he played a pivotal role in persuading members of the Mungiki sect to abandon the movement and adopt a faith, using his spiritual convictions to inform administrative decisions.

Upon retirement, Raburu settled in Kisumu County, where he became a pastor and church elder, continuing his service to the nation through spiritual mentorship.
