The position of Chairperson of the Public Service Commission (PSC) has been declared vacant following the departure of Ambassador Anthony Muchiri.
In a notice dated Friday, November 14, 2025, the Commission called on qualified candidates to apply in response to the vacancy advertisement.
“The Selection Panel for the Recruitment of Nominees for Appointment as Chairperson of the Public Service Commission invites applications from suitably qualified persons for consideration for nomination for the position of Chairperson of the Public Service Commission,” read the notice.
PSC Declares Chairperson Position Vacant
Ambassador Anthony Muchiri served as the Chairperson of the Commission for approximately 3 years and 10 months.
His original term was for a non-renewable six-year period. However, his tenure ended prematurely in August 2025 when President William Ruto nominated him as Kenya’s ambassador to Turkey.
According to the Commission, a person qualified for appointment as Chairperson of the Public Service Commission must be a citizen of Kenya and hold a degree from a recognized university in Kenya.
Additionally, the candidate should have at least 10 years of experience in their respective profession and at least six years’ experience in a managerial position in either the public or private sector.
Candidates are also required to meet the leadership and integrity requirements outlined in Chapter Six of the Constitution.

Other considerations for the eligibility of the candidates seeking to be appointed as Chairperson of the Public Service Commission include whether such a person has, at any time within the preceding five years, held office or run for election as
(a) a member of Parliament or County Assembly;
(b) a member of a political party’s governing body;
(c) hold any state office; or (d) been a candidate for election as a member of Parliament or a County Assembly;
(e) held office in a political organization supporting or sponsoring a candidate for Parliament or County Assembly;
(f) is an undischarged bankrupt; or
(g) has been removed from office for violating constitutional or legal provisions.
Remuneration and benefits for the position are as set by the Salaries and Remuneration Commission.

Applicants’ names and the interview schedule for shortlisted candidates will be published in the Kenya Gazette, on the Public Service Commission website (www.publicservice.go.ke), and in two daily newspapers after the application deadline.

Shortlisted candidates must produce original IDs or Passports, academic and professional certificates, transcripts, and testimonials during the interview.
Additionally, they will need to present valid clearance certificates from the following organizations during the interview:
Kenya Revenue Authority (Tax Compliance Certificate).
Higher Education Loans Board (clearance certificate).
Ethics and Anti-Corruption Commission (self-declaration form), Credit Reference Bureau (credit report and clearance certificate), and Police Clearance Certificate (DCI Clearance certificate).
