The Cabinet Secretary for the Ministry of Interior and National Administration in Kenya, Kipchumba Murkomen, has explained why one of the graduating chiefs collapsed during the ceremony presided over by President William Ruto at the National Police College, Embakasi ‘A’ Campus in Nairobi.
The graduation ceremony, held on November 1, 2025, saw 1,837 Chiefs and Assistant Chiefs graduate after completing a short but intensive training program in Induction, Paralegal Studies, and Security Management.
Speaking during the Jukwaa la Usalama Report event held at State House, Nairobi, on November 2, CS Murkomen stated that the unfortunate chief had travelled a very long distance and had just arrived at the graduation venue before it commenced.
As the event started under the hot sun, CS Murkomen said the chief grew even more tired from the long journey and the heat, and he fainted.
Murkomen Praises Brave Chief
The scene happened just as Interior CS Kipchumba Murkomen was delivering his speech, and he paused his address and instructed medics to attend to the officer, who was able to revive him quickly.
According to CS Murkomen, a major twist in the event came when the paramedics urged the chief, who had fainted, to get on a stretcher so he could be taken away for further first aid away from the graduation ground, a suggestion the chief strictly rejected.
The chief, instead, dusted himself off and resumed standing at attention alongside his colleagues, much to the shock of the other colleagues and the medical team.
CS Murkomen stated that the decision made by the chief is a clear sign of the value of the training that the government is now offering to all security personnel.
“These people have served the country for many years without proper training, and we want to thank you Your Excellency William Samoei Ruto for availing the resources immediately for their training and you listened to their voices, and we have now trained nearly 6,000 chiefs and assistant chiefs.”
Murkomen also stated that by opting to continue with their duties even during personal and national challenges, the officers portray a good image of hard work and perseverance to the other citizens, and appreciated the new programmes initiated by President Ruto.
“We have trained 800 Assistant County Commissioners, and during their graduation, the president instructed us to train 400 more Assistant County Commissioners, who are currently under training. Thank you, President Ruto, for always sticking to your word and we continue to believe in your leadership.”
What Happens When an Officer Collapses During a Parade
When an officer collapses during a parade, the response follows a strict emergency protocol to ensure safety and maintain order.
First, the parade commander signals medics, who are always on standby at such events.

The officer receives immediate first aid and is evacuated to a safe area for further treatment, often by ambulance if necessary.
Meanwhile, other participants remain in position unless instructed otherwise to avoid panic.
If the situation is under control, the parade resumes; otherwise, it pauses briefly.
Senior officials may acknowledge the incident publicly, as seen when Interior CS Kipchumba Murkomen halted his speech and called for medical assistance during the Embakasi graduation.

These measures are part of contingency planning for parades, which include hydration protocols, quick-response drills, and coordination with nearby hospitals.
