Interior Cabinet Secretary Kithure Kindiki has assigned duties to the newly-appointed Chief Administrative Secretaries (CASs) in his ministry.
In a statement on Monday, CS Kindiki welcomed Samuel Ole Tunai, Millicent Omanga, and Mohamud Saleh to the ministry and outlined the departments that they will each lead. This move is expected to enhance the effective delivery of services.
Millicent Omanga has been given the responsibility of overseeing the State Department for Immigration & Citizen Services, which is responsible for overseeing reforms in the Civil Registration Services (CRS), the National Registration Bureau (NRB), and the Department of Refugee Affairs (DRA).

Samuel Ole Tunai will lead the State Department for Internal Security & National Administration, while Mohamud Saleh will oversee the State Department for Correctional Services. Saleh’s department is responsible for overseeing reforms in the Kenya Prisons Service (KPS), Borstal Institutions, and the Probation Department.
However, Kindiki noted that the allocations are subject to the outcome of ongoing judicial processes. The appointed CASs were prevented from assuming office by the High Court after a petition challenging their appointment process was filed by the Law Society of Kenya and Katiba Institute.
In the petition, LSK and Katiba Institute sued the President and the Public Service Commission (PSC), with all 50 CASs listed as interested parties in the case. The petitioners argued that by appointing 50 CASs, the President violated Article 10 of the Constitution since he was aware that only 23 positions were created and recruited for.
The court has also barred the CASs from earning a salary, remuneration, or any other benefits pending the conclusion of the case. The case will be mentioned on March 28, 2023, for further directions.
