Garissa Township Member of parliament Aden Duale has challenged President Uhuru Kenyatta to appoint a substantive Secretary to the cabinet before the August 9 polls.
Duale says its alarming that the country has not had a substantive secretary to the cabinet since 2014.
Speaking in Garissa, Duale said the transfer of power to the new president might be affected by lack of a secretary to the cabinet.
The secretary to the cabinet acts as secretary to the assumption of office committee that prepares the handover of power from an outgoing president to his successor.
In 2014 President Kenyatta has proposed CS Monica Juma to serve in the position but parliament rejected her nomination.
Head of public service Joseph Kinyua has since been acting in the same position.
