Embakasi East Member of Parliament Babu Owino has said that he will table a proposal in Parliament that will see unemployed graduates receive Ksh10,000 monthly from the government.
Speaking on Thursday, February 16 at Parliament buildings, Babu said that university students should also be shielded from financial constraints.
“I want to talk about the common Mwananchi where every university graduand should be given ten thousand shillings on a monthly basis until they secure employment,” Babu said.

The lawmaker further stated that he will propose an amendment to an Act of Parliament seeking the scrapping of interest fees on the Higher Education Loans granted to university students.
“I also want to bring a motion in Parliament that will allow those students or rather the comrades who have cleared campus and they have HELB loans so that all those loans can be scrapped or an alternative of all the interest on the HELB loans to be scrapped off because it a serious burden on the shoulders of comrades,” Babu said.
Turning to the state of education in the country the MP argued that Kenya is now at position where education should be free
“We are at a time where education must be made free. University education should be free, high school, free. On matters HELB, I want to bring an amendment to the act such that HELB becomes a grant and not a loan,” he said.
The lawmaker further said that the renumeration of Kenyans in various professions should be looked at, stating that some professionals are poorly paid.
“We want to bring an amendment to the Salaries and Remuneration Commission (SRC) act so that the salaries of various professions can be reviewed from time to time. The salary of doctors, nurses and other professionals must be reviewed upwards. We want a nation that can grow,” Babu said.
