President William Ruto brought back the Chief Administrative Secretary (CAS) position after which the Public Service Commission (PSC) called on interested candidates to apply for the posts.
Any Kenyan interested in the position is required to submit their applications addressed to PSC chief executive officer by October 27, 2022.
“Following the establishment of the Office of the Chief Administrative Secretary by the President under Article 132(4) (a) of the Constitution as read with Section 30 of the Public Service Commission Act, 2017, the Public Service Commission hereby invites applications from suitably qualified persons who wish to be considered for appointment,” stated PSC chairman Anthony Muchiri in a press statement released on Wednesday.
Moreover, the advertisement for the job came despite the court order by the Employment and Labour Relations Court suspending the establishment of the Office of Chief Administrative Secretary in the PSC.
In addition, Justice Monica Mbaru issued the order in a petition filed by the Law Society of Kenya challenging the legality of PSC’s decision to create the CAS position.
Furthermore, people who will be appointed by the President to serve as CAS will serve on a contract determined by the head of state himself.
“A Chief Administrative Secretary will serve on contract as determined by the appointing Authority. This position is graded at CSG 3 in the Public Service – the remuneration and benefits commensurate to this level will be applicable,” Mr Muchiri noted.

Nonetheless, the position of CAS, was introduced by former President Uhuru Kenyatta four years ago.
Moreover, it has previously been filled up with election losers and establishment allies.
Nonetheless, in a bid to correct mistakes made by his predecessor which led to the positions being declared unconstitutional, President William Ruto called for public participation on the creation of this position which ended on October 4, 2022.
Likewise, candidates who apply for the CAS role will be subjected to competitive recruitment and interviewers unlike in the Kenyatta administration when CAS were simply nominated.
