In a meeting today, December 2, 2025, at a State House address, President William Ruto addressed the brewing storm over his 20-year development vision, declaring that the long-term vision plan is not personal.
“My 20-year plan is not personal.”
The President, while unveiling the Jukwaa la Usalama security report, clearly refuted accusations that he wanted to grab power and extend term limits, after Narendra Raval, earlier in Uganda, requested that Ruto rule for two decades.
The quote emerged amid Ruto’s broader pitch for national unity, as he handed over the security blueprint to Interior CS Kipchumba Murkomen.
“My 20-year plan is not personal. This is about building a Kenya that thrives for generations, not for any one leader,” said the country head.

President Ruto insisted that the plan is a generational blueprint for Kenya’s rise to first-world status by 2045 and not a bid for lifelong rule.
He tied the visionary plan to development and long-term economic pillars, such as the 2GW nuclear plant and KSh5 trillion in investments.
This has sparked online outbursts and social media frenzy, with most users decrying the many promised projects that have never lived to see the next hour after being mentioned.
Some of President Ruto’s Promises to Kenyans
President Ruto launched a report outlining additional plans to strengthen security operations through intelligence-led multi-agency efforts, community policing, and the formal incorporation of local groups into national security management systems.
With this, he emphasized the need for law enforcement officers to uphold professionalism and accountability.
In September 2025, the president signed an MoU guaranteeing that 20% of all Affordable Housing units will be allocated to teachers, acknowledging their significant contribution to the housing levy.
He also promised to bring two million acres of land under irrigation to boost food production and reduce reliance on rain for agriculture.

This includes building 50 mega dams and 200 medium dams in the bid to ensure food security.
On energy, he promised to introduce an expanding renewable power generation of up to 10,000 MW
All the promises align with President Ruto’s Bottom-Up Economic Transformation Agenda (BETA) Plan.
President Ruto’s Promise Implementation Plan
The President, while addressing the Jukwaa la Usalama, outlined that the transformation is being implemented through a Medium-Term Plan (MTP) model, with the current one covering the period 2023-2027.
President Ruto stressed a new financing strategy that relies on:
- Leveraging private capital through Public-Private Partnerships (PPPs).
- Reducing dependency on foreign aid and loans by increasing domestic revenue collection and fiscal discipline.
- Utilizing a National Infrastructure Fund (NIF) and a Sovereign Wealth Fund (SWF).
The President has consistently urged Kenyans to shun tribalism and bad politics, and to focus on disciplined, consistent policy implementation to achieve this ambitious long-term national transformation, to help him realize his dream of making Kenya a first-world country, citing Singapore and South Korea as examples.
