US President Donald Trump has announced that his administration plans to admit more migrants to the United States, emphasizing the need for highly skilled workers through the H-1B visa program.
Speaking in a media interview with Fox News on Tuesday, November 11, 2025, the US President stated that H1B immigrants are necessary to fill talent gaps in America.
Trump acknowledged that even though the wages of American workers cannot be raised by flooding the country with tens of thousands or hundreds of thousands of foreign workers, his administration should consider bringing in talent.
“Well, I agree, but you also have to bring in talent. You don’t have certain talents, and you have to. People have to learn.
You can’t take people off unemployment… Like an unemployment line and say, I’m going to put you into a factory, we’re going to make missiles,” said Trump.

He acknowledged that while flooding the labor market with foreign workers would not help raise American wages, there is still a need to bring in skilled talent where local expertise is lacking.

Citing an example from Georgia, the President referred to a case where workers of South Korean descent were employed in battery manufacturing, highlighting the importance of specialized skills.
“In Georgia, they raided because they wanted illegal immigrants out. They had people from South Korea who made batteries all their lives. You know, making batteries is very complicated. It’s not an easy thing and very dangerous, a lot of explosions, a lot of problems. They had like five or 600 people, early stages, to make batteries and to teach people how to do it. Well, they wanted them to get out of the country. You’re going to need that,” said Trump.
The President further argued that major industrial investments in the U.S. depend on having access to skilled labor.
“You can’t just say a country’s coming in, going to invest $10 billion to build a plant, and going to take people off an unemployment line who haven’t worked in five years, and they’re going to start making missiles. It doesn’t work that way,” added Trump.

Trump’s latest remarks appear to mark a shift from his earlier hardline stance on immigration, which included pushing for policies that reduced legal immigration, such as family-based visas and the Diversity Visa Lottery.
On September 22, 2025, the White House released a proposal to revise the H-1B visa selection process, aiming to favor higher-skilled and better-paid workers, as noted in the Federal Register.
This new proposal followed a White House proclamation introducing a $100,000 fee for these visas.
If finalized, the new process would prioritize applications from employers offering high wages when the annual requests for the visas exceed the statutory limit of 85,000, as indicated in the notice.
