Garissa University was established as Garissa University College by an Act of Parliament as a constituent college of Moi University through Gazette notice number 116 of September 9, 2011.
Garissa University College admitted its first cohort of 480 government-sponsored students on October 7, 2013, and the second cohort of 352 students in September 2014.

In April 2015, the college experienced one of the worst terror attacks in the country, leading to the loss of 148 lives.
This led to the indefinite closure of the institution. On the resumption of teaching and learning activities in January 2016, only a fraction of the nearly 900 admitted students resumed classes.

On October 23, 2017, Garissa University became a fully pledged public university and the first of its kind in Northern Kenya, with employees and students from all parts of the country.
Since then, the university has experienced steady growth in the student population. The institution currently has more than 5,000 students enrolled for postgraduate, undergraduate, diploma and certificate courses.

The university inherited modest facilities from the Garissa Teachers Training College.

Nevertheless, the university has received substantial financial support from the government for capital infrastructural development to bolster teaching, learning and research activities.
These include the completed 962 capacity students’ hostel, ultramodern library, and tuition and administration blocks.
Among the pipeline projects are the proposed School of Health Sciences, a new Institute of Peace and Security Studies (IPSS) and a modern sports complex.
Academic programs at Garissa University are offered in three Schools and the IPSS.
The university has a total of 49 programs, with 29 of them presently on offer while 20 are in the approval stages.
