Charles Owino is a Kenyan career police officer who previously served as the National Police Service Spokesperson. On July 21, 2026, Charles Owino was redeployed from the Ministry of Information, Communications & The Digital Economy as the acting Head of Government Communications and appointed as the Government Spokesperson, Executive Office of the President. He replaced Isaac Mwaura.
“His Excellency the President has today made nominations to various Constitutional Commissions and Statutory/Intergovernmental Relations Bodies to fill vacancies that arose earlier in the year. Additionally, the Public Service Commission has approved promotions and redeployments within the senior ranks of the Executive,” read part of a dispatch from State House, signed by Head of Public Service Felix Koskei.
He previously served as the Chairperson of the Kenya Institute of Mass Communication (KIMC), following President William Ruto‘s appointment in 2023.
“In exercise of the powers conferred by section 7 (3) of the State Corporations Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Charles Owino Wahong’o to be the Chairperson of the Council to the Kenya Institute of Mass Communication, with effect from the 29th of September 2023 up to the 5th of October 2024,” stated the notice.
Early Life and Education Background
Charles Owino attended a Kenyan Secondary School and later joined a university in Kenya.
In 2015, Owino was in charge of security at the Kisumu County Government, after he also served Ndhiwa in 2014.
In mid-2013, he served as the Officer Commanding Police Division (OCPD) Njoro in Nakuru County.
However, he was later transferred to the police headquarters as the deputy director of communication for the National Police Service when he served under George Kinoti, the former Director of Criminal Investigations (DCI).
Politics
In 2021, he announced his interest in retiring from the Police device to vie for a political seat.
In the 2022 polls, Charles Owino announced his intention to run for the Siaya Governor’s position and started his campaign.
He later decided to drop out of the race, which forced Nicholas Gumbo to pick another running mate.
