Biography
Former Attorney General and National Assembly Speaker Justin Muturi is the CS for Public Service, Performance and Delivery Management.
Education
Muturi attended Kangaru school for his secondary education before joining the University of Nairobi in 1978.
He pursued bachelor’s degree in law and graduated from UoN in 1981.

He was admitted as an advocate of the High Court of Kenya in 1982 and served as a principal magistrate between 1982 and 1997 before retiring from judicial service to enter politics.
Muturi contested for the Siakago Member of Parliament (MP) seat in 1997 but lost. That was his debut in elective politics.
However, he won the seat in 1999 in a by-election following the death of then MP Silas Ita.
Muturi retained his seat in 2002 and was chosen the opposition’s chief whip and chair of the Public Investment Committee in the 10th Parliament.
However, he lost in the 2007 general elections, took a break from politics and engaged in personal activities.
He also took part in the Constitution review committees as the chairperson of the Centre for Multiparty Democracy.

Muturi Term as Speaker
In the March 2013 polls, Muriuki Njagagua defeated him for the MPs seat of the new Mbeere North Constituency.
However, Muturi bounced back to the limelight after the polls when he became the Speaker of the National Assembly.
Muturi rode on his close relationship with former President and Jubilee Coalition leader, Uhuru Kenyatta, to win the seat.
He retained the position in 2017 and served until the end of the Jubilee government in 2022.
In February 2022, he announced plans to vie for the presidency under the Democratic Party but later joined President Ruto’s Kenya Kwanza coalition.
He served as the Attorney General from October 2022 to July 2024 when President Ruto dissolved the entire cabinet.
