The government has released a list of recruitment agencies allegedly defrauding Kenyans. In a statement dated Friday, July 18, 2025, Labour Cabinet Secretary Alfred Mutua announced that the government is in the process of cracking down on rogue agencies following multiple complaints from the public.
“Following the ongoing crackdown on fraudulent recruitment agencies and individuals involved in illegal labour mobility schemes, the Ministry of Labour and Social Protection, through the Multi-Agency Response Team, has recorded dozens of formal complaints from Kenyan citizens who have been defrauded, misled, or exploited by unregistered and unlicensed actors,” read part of the statement.
The Labour CS has ordered representatives of the listed agencies to appear before the Directorate of Criminal Investigations (DCI) desk located at the Multi-Agency Taskforce Office, NSSF Building, Block C, 7th Floor.
Mutua Orders Several Recruitment Agencies to Appear Before DCI
Mutua warned that failure to honour the summons will result in legal consequences, including but not limited to arrest, prosecution, and deregistration.
“If you’re posing as a travel or recruitment agency and engaging in job placement without proper registration or licenses, we will come for you. You risk being taken on a long-term holiday to prison,” Mutua stated.

He further emphasized that Kenyans deserve safe, transparent, and dignified access to overseas job opportunities, and affirmed the government’s commitment to holding all rogue agents accountable.

The Labour CS also urged members of the public who know the listed individuals or companies to inform them of the summons. Additionally, he encouraged whistleblowers and victims to continue reporting to the Multi-Agency Response Team at NSSF.

Mutua’s crackdown on rogue recruitment agencies follows a high-level meeting held on July 15, 2025, with key government officials, including the Attorney General, Director of Public Prosecutions, and Director of Criminal Investigations. The Labour CS announced the formation of a multi-agency taskforce to investigate and prosecute fraudulent recruiters.
The taskforce includes members from the Ministry of Labour, the Directorate of Criminal Investigations, the Office of the Attorney General, and other agencies to ensure swift action against scammers.

Mutua highlighted the growing issue of unlicensed and non-compliant agencies, particularly travel agencies illegally posing as job recruiters, which have defrauded Kenyans of millions.
