Voters in Kentucky’s 4th Congressional District are casting ballots Tuesday in what has become the most expensive U.S. House primary in history. The Republican contest features incumbent Rep. Thomas Massie against challenger Ed Gallrein, a farmer and former Navy SEAL endorsed by President Donald Trump.
Conservative commentator Candace Owens drew national attention with a post on X. She stated: “A vote for Gallrein is a vote for Jeffrey Epstein!” Owens pointed to Massie’s small-donor fundraising and the large sums spent to defeat him.
Record Spending in Kentucky Primary
Federal Election Commission filings show Massie raised approximately $5.5 million, with an average donation of $100. Gallrein raised about $3.2 million for his campaign.
Outside groups have driven total spending in the race to over $32 million, according to ad-tracking reports. This figure exceeds any previous House primary.
Groups aligned with pro-Israel interests and Trump supporters have spent millions on advertisements opposing Massie. Some libertarian and pro-gun rights organizations have backed Massie.
Massie has represented the northern Kentucky district since 2012. He has called the outside spending an effort by interests from outside the district to determine the result. Gallrein has campaigned as a strong supporter of President Trump’s agenda.
Epstein Files
Massie co-sponsored the Epstein Files Transparency Act with Rep. Ro Khanna, a Democrat from California. President Trump signed the bill into law in 2025. It resulted in the release of millions of pages of documents tied to Jeffrey Epstein.

Massie has reviewed unredacted portions of the files and has called on the Department of Justice for additional releases and investigations. He has criticized the pace and extent of document disclosures.
President Trump endorsed Gallrein after public disagreements with Massie on spending legislation, foreign policy, and the handling of Epstein records. Defense Secretary Pete Hegseth campaigned for Gallrein in Kentucky. Trump has since made several statements critical of Massie in the days leading up to the primary.
Why This Matters
The primary tests the reach of President Trump’s endorsements and outside donor money in a solidly Republican district. Massie has supported the Republican Party on most issues but has opposed it on foreign aid packages, certain spending measures, and calls for fuller disclosure of Epstein-related files.

A result favoring Massie would indicate that incumbency and local support can withstand national pressure and large-scale spending. A win for Gallrein would demonstrate Trump’s ability to remove sitting members who have broken with him.
The race has also drawn attention to the role of major donors in congressional primaries and ongoing efforts to increase transparency on the Epstein case. Voting continues throughout the day in Kentucky. No results have been reported as of midday.
The winner will face little opposition in the November general election in the heavily Republican district. The contest is viewed nationally as a measure of divisions within the Republican Party in 2026.
