President Donald Trump’s administration has urged Congress to take a unified federal approach to AI, saying that a patchwork of state regulations threatens to undermine America’s position as a leader in the revolutionary technology.

On Friday, March 20, the White House issued a detailed statement and stressed its pledge to “winning the AI race” and driving human flourishing, economic strength, and national security.

The administration acknowledged public unease over their children’s exposure to dangerous content and fears that surging data center energy demand could drive up household electricity bills.

“Some Americans feel uncertain about how this disruptive technology will affect issues they care about, like their children’s wellbeing or their monthly electricity bill,” the statement reads. White House called for “strong Federal leadership” to build popular trust and deliver broad benefits.

The proposal is centred on six key objectives, formulated to balance rapid innovation with targeted safeguards.

1. Protecting Children and Empowering Parents

According to a statement, the Trump administration believes that it is the parents, not the government or tech firms, who are best positioned to oversee their kids’ digital lives.

As such, it urges Congress to mandate tools such as account controls to protect privacy and enable device management.

AI platforms accessible to minors would be required to add features reducing risks of sexual exploitation or self-harm encouragement, giving families greater control in an increasingly AI-driven online world.

2. Safeguarding and Strengthening American Communities

White House further noted that AI growth should enhance local economies and energy independence rather than burden them.

The framework calls for simplified permitting so that data centers can generate their own on-site power, preventing utility ratepayers from subsidizing Big Tech’s massive electricity needs while advancing overall grid reliability.

It also seeks enhanced federal tools to crack down on AI-fueled scams and mitigate national security risks posed by the technology.

3. Honoring Intellectual Property Rights and Backing Creators

In addition, the White House notes that the framework will ensure American artists, innovators, and publishers get protection in the AI era. In the statement, White House said AI systems should be allowed “fair use” of publicly available data to advance.

“The administration also offers a fair method that balances the rights of creators alongside the rights of creators to have their work protected from infringement by AI systems while at the same time allowing the systems to learn from the real world so that creativity becomes a force for greatness in America.”

4. Preventing Censorship and Defending Free Speech

On Freedom of speech, the White House stated that it is the responsibility of the federal government to protect the First Amendment rights of the American public and to prevent the use of AI systems to censor lawful political beliefs.

White House states that the framework will work towards the creation of “guardrails” to ensure the pursuit of “truth and accuracy” by the AI system without the imposition of “right-think” by the government. This, White House notes, makes the importance of free speech a requirement of the framework.

5. Enabling Innovation and Guaranteeing American AI Dominance

To maintain global leadership, the Trump administration wants Congress to eliminate outdated barriers, accelerate AI adoption throughout industries, and expand access to testing environments.

This, according to the statement, would accelerate the deployment of world-class systems and keep the U.S. ahead of international competitors in the intense AI contest.

6. Educating Americans and Developing an AI-Ready Workforce.

The Trump administration also plans to adopt a framework where workers can benefit from the advantages of AI through skills training, workforce initiatives, and job development.

The proposal promotes opportunities in an AI-driven economy, equips Americans for new opportunities, and supports inclusive growth.

The administration believes that a “patchwork of conflicting state laws” will stall progress and allow competitors to gain ground. The administration believes that only by being regulated at the federal level will order be achieved, progress be hastened, and all Americans benefit.

The White House expressed enthusiasm for working with Congress over the coming months to turn the framework into law for President Trump to sign.

Even as AI continues to reshape daily life, the economy, and security, this blueprint signals an active federal push to harness AI’s potential while tackling real-world risks head-on.
