Ruto Forms Team to Fight Corruption After Threatening to Arrest Some MPs

President William Ruto has established a multi-agency team to spearhead the fight against corruption.

In a signed Executive Order on August 19, the President stated that the multi-agency team will have the strategic objective of fostering synergy and inter-agency cooperation in the fight against corruption, economic crimes, and related offences.

“Now therefore, I, William Samoei Ruto, President and Commander-in-Chief of the Kenya Defence Forces, by the authority vested in me by the Constitution, do hereby proclaim that: A Multi-Agency Team on War Against Corruption (MAT) is hereby established with the strategic objective of creating synergy and inter-agency cooperation in the fight against corruption, economic crimes, and related offenses,” read the order. 

Ruto Forms Team to Fight Corruption

It shall comprise of;

  • Executive Office of the President (EOP) – Chairperson
  • Office of the Attorney General (AG) – Secretary
  • National Intelligence Service (NIS)
  • Ethics and Anti-Corruption Commission (EACC)
  • Office of the Director of Public Prosecutions (ODPP)
  • Directorate of Criminal Investigations (DCI)
  • Financial Reporting Centre (FRC)
  • Asset Recovery Agency (ARA)
  • Kenya Revenue Authority (KRA)
  • Central Bank of Kenya (CBK)
  • Public Procurement Regulatory Authority (PPRA)
  • Any other government organs that may wish to collaborate

Funding And Objectives

Additionally, the President stated that the MAT shall, to the greatest extent possible, foster cooperation, coordination, and collaboration to strengthen the effectiveness of the fight against corruption.

The team will be funded through the budgetary allocations of its member entities and other sources.

In the executive order their objectives shall include

  • Enhancing cooperation, coordination, and collaboration among the agencies.
  • Engaging other relevant agencies, organs of government and private sector to enhance the effectiveness of the anti-graft campaign.
  • Identifying resource needs for each agency and collaborating organs and seek support for the same.
  • Sharing best practices and approaches for tackling corruption in Kenya.
  • Developing effective communication strategies for awareness creation on the gains and achievements made in the fight against corruption; and
  • Engaging both domestic and international relevant agencies for effectiveness and optimum realization of the fight against

According to the executive order, the move aligns with the government’s commitment to a “whole-of-government” approach, ensuring synergy and efficiency in anti-corruption initiatives.

Additionally, the concept of a multi-agency for anti-corruption team was first recommended in 2015 by the Taskforce on the Review of the Anti-Corruption Legal, Policy, and Institutional Framework.

Previous teams conducted collaborative operations with measurable success, paving the way for the formal establishment of the MAT.

The MAT is expected to foster greater inter-agency cooperation and coordination, drawing on resources and expertise from multiple government entities to ensure a more robust fight against corruption and related economic crimes.

    Why is the Independent Policing Oversight Authority not part of the task force? Police is the most corrupt body of the government. Is there now one multi agency task force formed every month? In July it was the one on fraudulent overseas job schemes. What will it be in September?
