President Wiliam Ruto has nominated former Independent Electoral and Boundaries Commission (IEBC) Chairperson Ahmed Issack Hassan for a new state role.
Ruto on Tuesday, November 12, nominated Hassan to assume the role of chairperson of the Independent Policing Oversight Authority (ΙΡΟΑ) Board while announcing several other nominations.
“In that regard, it is notified that His Excellency the President has formally transmitted to Parliament the names of the candidates for these roles, as annotated below, for appointment to the respective offices as stated,” the statement reads.
Issack Hassan, who was the inaugural Chairperson of IEBC, is an Advocate of the High Court of Kenya with 30 years experience as a legal practitioner and consultant in various countries including Kenya, Somalia, South Sudan, Namibia, and Afghanistan.
Hassan holds a bachelor’s degree in law (LL. B) from the University of Nairobi, and a Postgraduate Diploma in Law from the Kenya School of Law.

He also holds a Diploma in Contemporary Public Administration Management from Galilee International Management Institute, Israel.
Hassan oversaw the 2013 general elections under the 2010 constitution and was the referee in the presidential race between former President Uhuru Kenyatta and Africa Union Commission (AUC) chairperson hopeful Raila Odinga.
In 2015, Issack Hassan was hounded from office following a push by the opposition led by Raila.

Hassan has been nominated after being shortlisted for appointment as IPOA board Chairperson by the Authority’s Selection panel which published the names of the shortlisted candidates for appointment as Chairperson and members in a notice on Tuesday, October 8.
The panel said 22 and 304 applications were received for the Chairperson slot and members respectively at the close of the advertisement on September 27, 2024.

“After considering the applications, the Selection Panel shortlisted eight candidates for the position of Chairperson and 37 candidates for the position Member to appear for interviews,” the Panel said. Hassan faced the panel on October 23.

He had been shortlisted alongside former IEBC Commissioner Thomas Letangule who was also known during the 2013 general election.
Letangule was interviewed on October 22 alongside Annah Konuche (Nandi), Patrick Blasius Owiny (Siaya) and Mercy Wambui Kamau (Nakuru).
Shortlisted Candidates for the Position of IPOA Members
Former National Transport and Safety Authority (NTSA) Director-General Francis Meja on his part had been shortlisted for appointment as a member of the IPOA board.
He faced the Selection Panel on October 24 together with Anab Mohamed Gure (Garissa), Dr. Micah Onyiego Nyakego (Nyamira), Dr. Laxmana Peter Kiptoo (E/Marakwet), Jackline Lukalo Mwenesi (Kakamega), Mohamed Abdi Haji Mohamed, Francis Meja, and Dr. George K. Omondi Afulo (Siaya).
Following the interviews, President Ruto has nominated Ann Wanjiku Mwangi, Dr Micah Onyiego Nyakego, Boniface Kipkemoi Samati, and Dr Annette Mbogoh for the positions of IPOA board members.
Others include John Muchiri Nyaga, Kenwilliams Nyakomitah, and Jackline Lukalo Mwenesi.
