The Kenya Revenue Authority (KRA) has announced an update to the prices used to calculate taxes on second-hand cars imported into the country.
In a statement dated May 30, 2025, the authority announced that the new pricing schedule will take effect as of July 1, 2025.
“The Kenya Revenue Authority (KRA) wishes to inform the public that, effective 1st July 2025, a new Current Retail Selling Price (CRSP) schedule will be applied in the computation of customs value for used motor vehicles imported into the country,” KRA announced.
The authority has advised importers and other stakeholders to visit the KRA website to review and familiarise themselves with the updated CRSP list and its changes.
This, according to the statement, follows extensive consultations with stakeholders to ensure the updated Current Retail Selling Price (CRSP) incorporates their feedback.
KRA New Valuation Guide (CRSP)
The authority announced that it will roll out a revised Current Retail Selling Price (CRSP) system for taxing imported second-hand vehicles.
According to the statement, a meeting held on May 22, 2025, resolved that for vehicle units, particularly European makes, not listed in the Japanese Yearbook, Goo-net would serve as the alternative source for price references.
This came after a review of the outdated CRSP database, which had not been updated since 2019.

Review Update Report
The team received a draft of the updated CRSP listing, which revealed an average price increase of 40 percent compared to the 2019 list. However, it was noted that the level of increase varied, with some units showing higher or lower changes.
Additionally, part of the increase in the CRSP list was attributed to changes in the exchange rate. For example, in 2019, the exchange rate stood at approximately Ksh 100 to the dollar, while in 2025 the rate had risen to Ksh 130 to the dollar.
Moreover, the import duty rate, which affects the price, had increased from 25 percent in 2019 to 35 percent in 2025.
“It was also noted that the Import Duty rate which is a factor of the CRSP was at 25% in 2019 compared to 35% in 2025. The Excise Duty rate for some units is currently at 35% while in 2019 the highest Excise rate was at 30%,” read the notice.
Further, the meeting resolved to depreciate Japanese vehicle prices by 17 percent.

New Pricing System
The CRSP is used by the KRA to set taxes on imported used cars. The template focuses on the value of a brand-new vehicle when sold in Kenya, less the amount of depreciation, profit margin and taxes paid in Kenya.
The current tax structure for second-hand vehicles imported from countries like Japan, the UK, and South Africa includes an import duty of 35%, excise duty of 25% to 35% depending on engine size, and a 16% value-added tax (VAT).
