Siaya Governor James Orengo has been issued with 10 demands over the county’s 2024/2025 financial budget ahead of the countrywide Tuesday, July 16, protests.
In a statement shared Online, the governor has been put to task to explain inconsistencies highlighted by residents for the previous years.
In addition, the notice has indicted that the protest is the first step towards the youth of Siaya County rejecting the Finance Bill 2024-2025.
The youth called for total shutdown in Siaya, indicating that they will be meeting at Ainda gardens in the area.

Demands Issued by Gen Zs to James Orengo
The young people of Siaya have asked Orengo to show proof of a Ksh244.1 million ($1.9M) fire track that was donated by the Canada Teber fire department.
Also, the governor has been asked to provide the details of agricultural investments opportunities from India that were led by the Chairman of the National Bank of India.
Orengo is also expected to reveal the contract details for Siaya ultramodern stadium which is set for construction.
“Provide details of agricultural investments opportunities from India Led by Chairman of India’s National Bank for agriculture and rural Development, Dr Govinda R. Chintala.
“Disclose the contract details for Siaya ultramodern stadium for full construction Works and consultancy services,” the demands read in part.
Moreover, the Gen Zs have asked their governor to provide land ownership details including lease agreements for the Dominion farms and plans for revitalization.

Other Demands Issued to the Governor
He is also expected to publish the list of all tenders awarded in the financial year 2022-2023 and 2023-2024 and publish the list of all employees recruited in the financial year 2022-2023 and 2023-2024 “as legally required.
At the same time, the governor has been asked to declare conflict of interest in tender awards to his friends including Nile logistics Company which the notice alleged is associated with the county Secretary.
Orengo has been asked to provide performance record of developments in the financial year 2023-2024 and urgently reconstitute the county executive including the Chief Officers on merits capable of delivery.
“Allow the Siaya County Assembly to independently carry out its constitutional mandate of representation, legislation and oversight,” the last demand read in part.
