Alliance Girls High School principal Margaret Njeru is set to face disciplinary action after the Ministry of Education found that the school implemented a large, unauthorized fee increase, placing a heavy burden on parents and guardians.
Education Cabinet Secretary Julius Migos Ogamba has formally asked the Teachers Service Commission (TSC) to begin disciplinary proceedings against Ms Njeru, following investigations by the ministry’s Quality Assurance and Standards Directorate.
The investigations established that Alliance Girls raised its annual fees from the approved Ksh53,558 to Ksh120,179 without the required legal approval.
The findings are contained in an official letter dated April 29, 2026, addressed to TSC Chief Executive Officer Evelyne Mitei.
Fees Hike at Alliance Girls
In the letter, the Cabinet Secretary says the school’s management went ahead and charged parents the higher amount despite clear rules requiring prior authorization from the ministry.
“The unauthorized fees structure was imposed without the approval of the Cabinet Secretary as by law required and is therefore contrary to Section 29(2)(b) of the Basic Education Act, 2013,” read part of the statement by CS Julius Ogamba.
The ministry’s report shows that the unauthorized fees were linked to a budget adopted by the school that contained what officials described as non-essential and unrealistic expenditure items.

These items, according to the ministry, lacked justification and ran counter to government policy on the prudent use of public education funds.
Among the flagged expenses were large allocations for annual trips, prize-giving ceremonies, vouchers, administrative allowances, and activities considered non-core to learning.
The ministry also raised concern over a proposal to spend about Ksh25 million on a five-day staff trip abroad, which the school management was expected to help finance after a projected funding gap.
Investigators found that such spending decisions pushed the school to adopt an inflated budget, which was later used to justify the steep fee increase passed on to parents.
The CS said the actions not only breached the law but also undermined public trust in the management of one of Kenya’s most prestigious national schools.

Alliance Girls is among the country’s top-performing institutions and attracts students from all regions. The ministry noted that this status made it even more important for its leadership to strictly follow government guidelines and set a good example for other schools.
TSC Action and Board Dissolution
In addition to recommending disciplinary action against the principal, the Education Ministry has ordered the dissolution of the school’s Board of Management.
According to the Cabinet Secretary, the board failed in its oversight role by approving a budget that led to the illegal fee hike.
The ministry says the board’s actions showed weak financial governance and poor judgment, particularly in endorsing spending plans that were not aligned with approved funding limits.
As a result, regional education officials have been instructed to escalate the matter to the County Education Board for further action in line with the law.
If found culpable by the TSC, Ms. Njeru could face sanctions ranging from a warning to interdiction or dismissal, depending on the outcome of the disciplinary process.
The commission is mandated to handle cases involving professional misconduct by teachers and school administrators in public institutions.
The Ministry of Education said it is ready to provide any additional information the TSC may require to support the case.
It also reassured parents that measures are being taken to protect them from unlawful financial demands by school administrations.
