The Higher Education Loans Board (HELB) plays a vital role in financing higher education for thousands of Kenyan students every year.

However, there are instances where applicants or beneficiaries may be dissatisfied with the decisions made regarding their loan applications, allocations, or repayment terms.

In such cases, HELB provides an opportunity to appeal and request a review.

This includes cases where:

  • Your loan application was rejected.
  • You received a lower amount than expected.
  • Your repayment terms seem unfair or inaccurate.
  • You are disputing penalties or charges.
  • There is an error in your loan records, such as an incorrect balance or status.

Step-by-step process to appeal a HELB loan decision

  1. Identify the Reason for Appeal

First, clearly determine why you are appealing. Common reasons include:

  • Rejection due to incomplete or incorrect documents.
  • Errors in your loan statement or penalty calculations.
  • Financial hardship is preventing repayment under the current terms.

Having a valid reason strengthens your case and speeds up the process.

  1. Gather Required Documents

You’ll need the following documents to support your appeal:

  • Official HELB Appeal Form, downloadable from HELB’s website or obtained from HELB offices.
  • A formal appeal letter explaining your case in detail.
  • Admission letter from your institution (if currently enrolled).
  • Updated fee structure from your institution.
  • National ID (original and copy).
  • Loan award letter or application reference number.
  • Any proof of financial hardship, such as parent/guardian income details or medical records (if applicable).
  1. Fill Out the HELB Appeal Form
  • Download and print the form or collect it from the nearest HELB office.
  • Carefully fill in all sections, providing accurate and truthful information.
  • Ensure the form is signed and dated.

Your letter should be clear and professional, stating:

  • Your full name, ID number, and HELB account number.
  • The specific decision you are appealing.
  • The reasons for your appeal.
  • Any supporting circumstances, such as family financial challenges.
  • A polite request for review.

  1. Submit Your Appeal

Submit your completed appeal form and supporting documents to HELB through any of the following channels:

  • Through the HELB Self-Service Portal by uploading scanned copies (if the portal is open for appeals).
  • Via registered mail or courier service, addressed to:

  1. Follow Up on Your Appeal
  • After submission, you will receive a reference number or acknowledgment receipt.
  • Use this number to track your appeal through HELB’s contact center, Twitter (now X) (@HELBpage), or by calling +254 711 052 000.
  • Processing typically takes 4–6 weeks, but may take longer during peak periods.

Act quickly as appeals are only accepted within a specific period after disbursement or decision.
