Teachers across the country have a reason to smile after the Teachers Service Commission (TSC) and the Kenya Union of Post Primary Education Teachers (KUPPET) signed a new 2025–2029 Collective Bargaining Agreement (CBA) that will see an increase in teachers’ salaries.
The agreement was signed following deliberations between TSC and KUPPET during a meeting held on Friday, July 18, 2025. The discussions focused on improving teachers’ welfare and working conditions.
According to the new deal, the lowest-paid teacher will now earn a basic salary of Ksh 28,620, up from Ksh 23,000, while the highest-paid teacher will take home Ksh 167,415.
TSC and KUPPET Sign New Salary Deal
The signing ceremony was witnessed by KUPPET officials, including Secretary-General Akelo Misori and National Chairperson Omboko Milemba, who is also the Member of Parliament for Emuhaya Constituency, and TSC acting Chief Executive Officer Eveleen Jesang Mitei.
Speaking during the event, Misori praised the agreement, emphasising that the new basic pay structure favours the ordinary classroom teacher, who had long been overlooked.
“Those earning higher salaries will receive a 5% increment, while the lowest-paid teachers will enjoy a 29.6% raise. This award in basic pay significantly benefits the ordinary teacher—the one who bears the greatest workload in schools,” Misori stated.

He noted that in the 2016–2021 CBA, the biggest beneficiaries were school principals and heads of departments, while classroom teachers saw minimal gains.
“In the past, the leadership tier enjoyed better pay. This new CBA shifts the focus to those in the lower cadre, ensuring more equitable remuneration,” he added.

On allowances, Misori acknowledged that there are no significant changes, but highlighted a significant policy shift, the phasing out of the Career Progression Guidelines (CPG) by June 30, 2026.
“Career progression, which has been a contentious issue since 2018 and led to some teachers being interdicted, will be scrapped by June 30, 2026,” he said.
“While other allowances remain unchanged, the removal of the CPG is a major win for teachers. It’s also important to note that the current budget did not factor in additional perks for teachers,” he added.

Misori further stated that the implementation period of the newly signed CBA will be from July 30 2025 to June 30 2029.
