The Judicial Service Commission (JSC) has appointed Robert Kibet Kibor as its new Registrar after serving in an acting capacity for two years pursuant to Section 10(2) of the Judicial Service Act, Cap. 8A.
The Commission appointed Robert Kibet Kibor on September 7 after a competitive recruitment process that began with the advertisement on January 16 and interviews on June 30, 2026.
“The Judicial Service Commission (JSC) has appointed Mr. Robert Kibet Kibor as the Registrar of the Judicial Service Commission, pursuant to Section 10(2) of the Judicial Service Act, Cap. 8A,” part of the statement dated September 7 from the JSC read.
Kibor will provide strategic leadership and oversight of the Commission’s technical and shared services functions while supporting the implementation of policies, strategies, and programs to strengthen institutional effectiveness and accountability.
About Robert Kibet Kibor
Robert Kibet Kibor is a Kenyan advocate and long-serving Judicial Service Commission official with 14 years of post-admission experience.
He joined the JSC in 2012 as a Legal Researcher and has since progressed through various positions within the Commission.
Before his latest appointment, Kibor served as Assistant Director, Legal Services, a position that gave him extensive experience in the Commission’s legal and institutional operations.
Kibor is also an Advocate of the High Court of Kenya.
Academically, he holds a Master of Arts in International Relations, specializing in Foreign Policy and Diplomacy, from the United States International University (USIU).
He also holds a Bachelor of Laws degree from Moi University and a Postgraduate Diploma from the Kenya School of Law.
Kibet has further undertaken training in strategic leadership and corporate governance in Kenya and through professional institutions.

Kibor Takes Over After Acting Arrangement
The Registrar’s office became vacant following the appointment of Hon. Winfridah B. Mokaya, CBS, as Chief Registrar of the Judiciary in March 2024.
Following Mokaya’s appointment, Hon. Isaac Wamaasa served as Acting Registrar of the JSC, providing continuity in the office as the Commission worked towards filling the position substantively.
Kibor’s appointment now places a substantive office holder in charge of the Registrar’s functions.
“The vacancy in the Office of the Registrar, Judicial Service Commission, arose following the appointment of the then Registrar, Hon. Winfridah B. Mokaya, CBS, as Chief Registrar of the Judiciary in March 2024. Since then, Hon. Isaac Wamaasa has served as Acting Registrar JSC, providing leadership and continuity in the Office during the intervening period,” JSC stated.
As Registrar, he will be responsible to the Chief Registrar of the Judiciary and the Secretary to the Commission in the performance of his duties.

Responsibilities of the JSC New Registrar
Kibor’s responsibilities will include providing leadership in the management of the Commission’s technical and shared services.
He will also support the JSC in developing and implementing policies, strategies, and programs intended to improve institutional performance.
The Registrar will help strengthen accountability and support the Commission as it carries out its mandate in relation to the Judiciary.
