Major Government Shake-Up as Ruto, CSs and Governors Make Key Leadership Changes

President William Ruto, Cabinet Secretaries, and county governors have made fresh appointments to government boards, councils, committees, and specialized offices.

The appointments affect key sectors, including agriculture, education, energy, water, technology, labor, security, enterprise development, and county administration.

In a Gazette notice dated September 4, the leadership changes include new appointments and reappointments, with several appointees taking up three-year terms.

Ruto Makes Key State Appointments

Ruto has appointed Henry Gichuhi Kinyua as the Non-Executive Chairperson of the Coffee Board of Kenya for a three-year term beginning September 4.

“In exercise of the powers conferred by section 7 (1) (a) of the Coffee Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defense Forces, appoint Henry Gichuhi Kinyua to be the Non-Executive Chairperson of the Coffee Board of Kenya, for a period of three (3) years,” part of the notice read.

In addition, Ruto reappointed Dr Geoffrey Mutai as Non-Executive Chairperson of the Kenya Tsetse and Trypanosomiasis Eradication Council for another three-year term beginning September 9.

The President further extended the term of the Panel of Experts on Compensation of Victims of Human Rights Violations for an additional 90 days.

CSs Fill Board and Agency Positions

Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi appointed Prof Vasey N. Mwanja as Non-Executive Chairperson of the National Commission for Science, Technology and Innovation board.

Meanwhile, National Treasury CS John Mbadi Ng’ongo reappointed Michael Waititu Maina to the Nairobi International Financial Center Authority.

At the Ministry of Energy and Petroleum, CS James Opiyo Wandayi appointed Dr Francis Ndwiga Benson to the board of the Energy and Petroleum Regulatory Authority.

Further, Interior CS Kipchumba Murkomen also designated five officials as analysts under the Narcotic Drugs and Psychotropic Substances (Control) Act.

The officials are Betsy Chelangat Kimeu, Peter Wambua Kimeu, Susan Mwake Mwatela, Everlyn Akinyi Onyango, and Victor Wandera Opondo.

Murkomen also established a Multi-Agency Co-ordination Working Group on Non-Profit Organizations at Risk of Terrorism Financing.

Education and Technology Sectors: Leadership Changes

Information, Communications and the Digital Economy CS William Kabogo Gitau appointed Richard K. Makenga to the board of the Information and Communications Technology Authority.

He also reappointed Evalyn Koiyan and Bevin Angellah Bhoke to the Council of the Kenya Institute of Mass Communication.

Education CS Julius Migos Ogamba made several appointments, including Dr Stella Keter and Stephen G. Chacha, who were reappointed to the Kenya Education Management Institute Council.

At the same time, Ismael Ali Abdullahi and Abdirahman Noor Hassan joined the North Eastern National Polytechnic Council, while Wilson A. Mtai was appointed to the Kisiwa National Polytechnic Council.

Water and Infrastructure Boards Reconstituted

Water, Sanitation and Irrigation CS Eric Muriithi Mugaa has reappointed Irene Chebichii Cheruiyot and Peter Nunda Mutisya to the Water Services Regulatory Board.

Additionally, John Billy Momanyi and Cecilia Ngetich retained their positions on the Lake Victoria South Water Works Development Agency board.

Fozia Ali Ibrahim was appointed to the Water Resources Authority board, while Marselino Malimo Arbelle was reappointed to the Water Sector Trust Fund board.

Hassan Ahamednur Baricha was also appointed to the Governing Council of the Kenya Water Institute.

In the transport sector, Roads and Transport CS David Chirchir appointed a team of aircraft accident investigators, including Chief Investigator Fredrick Kabunge, Deputy Chief Investigator James Mwangi, Mathias Abuya Ombasa, Allan Omari, Ali Mwinyi, and Teddy Emmanuel.

Labor and Enterprise Bodies Get New Members

Labor and Social Protection CS Alfred Mutua reappointed Francis Atwoli, Jacqueline Mugo, Dr Charles Kireru, Dickens Ouma, Moss Ndiema, and Atie Swaleh Ramadhan to the National Labor Board.

Meanwhile, Cooperatives and MSMEs Development CS Wycliffe Oparanya appointed eight members to the Micro and Small Enterprises Authority board.

The appointees include Tobias Ouma Alando, James Kaburu, Wesley Kipkirui Siele, Margaret Gitonga, Timiro Adan Ibraham, Lucia Ndunge Kivila, Susan Nandwa, and Adams S. Barasa, with their term beginning on September 7.

Investments, Trade and Industry CS Lee Kinyanjui also appointed Joyce M. Njogu to the board of the Kenya Industrial Research and Development Institute.

Defense and Criminal Justice Offices

The Defense Council appointed Damaris Wanjiru Njoroge as Secretary of the Kenya Defense Forces Pensions Assessment Committee, while the Director of Public Prosecutions, Renson M. Igonga, appointed 10 officers as Scene of Crime Officers.

Officers appointed include Samuel Obiero, Samuel Wafula, Luigia Nekishon, Lydia Tubaka, Sharon Maina, Daisy Njeri, Judith Kawira, Naphtaly Nduta, Swaleh Mbuno and Cyrus Thuo.

Governors Make Changes at the County Level

Nairobi Governor Johnson Sakaja constituted the Nairobi City County Government Betting Reforms Taskforce, while Nyeri Governor Mwalimu Mutahi Kahiga appointed Kimani Rucuiya as County Attorney.

In Mandera, Governor Mohamed Adan Khalif appointed Hutbi Abdi Abdullahi to the board of Elwak Water and Sewerage Company Limited.

Nandi Governor Stephen Sang constituted an ad hoc committee to consider conferring municipal status on the towns of Mosoriot and Nandi Hills.

The committee includes Julius Rotich, Dr Plan Job Ng’etich, Edward Kimisoi Kiprop Mengech, Moses Rotich, Lilian Awuor, Robert Kiptoo Tanui, CPA Sharon Jepkoskei Waley and Leah Chepchirchir.

In Siaya, Governor James Orengo appointed Dan Ochieng Okoth as a member of the County Executive Committee responsible for Finance and Economic Planning.

Kajiado Governor Joseph Jama Ole Lenku also made two appointments, including the appointment of professional members to an ad hoc committee tasked with considering recommendations on the conferment of Namanga Township with municipal status.

Lenku also appointed Francis Gitau Parsimei as chairperson of the Kajiado County Rural and Urban Affordable Housing Committee, alongside other members.
