Embakasi East MP Babu Owino has called on Prime Cabinet Secretary Musalia Mudavadi to intervene following the killing of a Kenyan teacher, John Ogutu, in Dar es Salaam, Tanzania.
Ogutu, a teacher at Sky School Primary in the Kinondoni area, was reportedly shot dead just days before returning home to Kenya.
His family confirmed the death and appealed for government assistance.
In a formal letter addressed to Mudavadi, Owino described the killing as a matter of national concern that demands urgent attention from the government.
“This distressing incident represents a grave injustice to one of our citizens and raises serious questions about the safety of Kenyans living and working abroad,” he wrote.
Babu Owino Calls for Justice
Owino requested the Prime Cabinet Secretary, through the Ministry of Foreign and Diaspora Affairs, to engage with Tanzanian authorities to ensure a transparent investigation.
He demanded assurances that the circumstances surrounding Ogutu’s death would be fully uncovered.
“Your office must urgently engage the Government of the United Republic of Tanzania to demand a thorough, transparent, and independent investigation into the circumstances surrounding his death,” he stated.
Babu Owino emphasised that accountability is necessary to uphold the principles of justice and regional cooperation under the East African Community (EAC) framework.
Repatriation and Family Support
The MP also called on the government to facilitate the return of Ogutu’s remains to Kenya, at the state’s expense, noting that this would honour his service and citizenship.

He further urged the government to support the grieving family.
“Ensure the immediate repatriation of his remains to Kenya at the cost of the Government of Kenya and provide consular support and counselling to his family during this difficult period,” Babu Owino said.
Owino emphasized the importance of compassion and state responsibility, stating that no family should face such a tragedy without assistance from their government.
Additionally, the Embakasi East MP requested Mudavadi to present a statement in Parliament detailing the measures being undertaken to protect Kenyan citizens working abroad.
Kenyan Teacher Shot Dead in Tanzania
Elsewhere, a Kenyan family in Siaya is mourning the death of its kin, John Okoth, who died in Tanzania on October 29 during post-election unrest.

Speaking to the media on November 4, his sister, Celestine Ogutu, recalled their last conversation, which took place on September 22, when he reached out to wish her a happy birthday.
“I told him that I’m growing old and heading to the grave. You are the one taking over now,” Celestine recounted.
According to Celestine, his brother died in Ubungo District in Dar es Salaam, and his body was taken to the Mwananyamala Mortuary.
The family is now appealing to the Kenyan government for assistance.
