The impeachment of Isiolo Governor Abdi Guyo has taken a fresh twist after Senate Speaker Amason Kingi convened a special sitting for the hearing of the charges against the embattled county boss.
Guyo was impeached on Thursday, June 26, after all 16 Members of the County Assembly (MCAs) present endorsed the motion tabled by Sericho MCA Abubakar Godana.
He was impeached on three grounds, including gross misconduct, abuse of office, and gross violation of the Constitution and various laws.
Kingi convenes a special Senate sitting
Speaker Kingi, in a notice dated June 27, 2025, said the decision to call for the special sitting was made after a letter from the Speaker of the County Assembly of Isiolo, dated June 26, 2025, was received in the Office of the Speaker of the Senate on Friday, June 27.
The sitting shall be held in the Senate Chamber, Main Parliament Buildings, Nairobi, commencing at 10.00 a.m.
“The business to be transacted at the sitting shall be— (a) the consideration of the Report of the Mediation Committee on the Division of Revenue Bill, 2025 (National Assembly Bills No. 10 of 2025) and the agreed version of the Division of Revenue Bill, 2025 (National Assembly Bills No. 10 of 2025); and (b) the hearing of the charges against Mr. Abdi Ibrahim Hassan, the Governor of Isiolo County,” reads part of the notice.
“In accordance with standing order 33 (5) of the Senate Standing Orders, the business specified in this notice shall be the only business before the Senate during the special sitting, following which the Senate shall stand adjourned until Tuesday, 8th July 2025, at 2.30 p.m., in accordance with the Senate calendar.”

High Court ruling
However, the date of the notice by Kingi is the same day the High Court in Meru affirmed an earlier order barring the Isiolo County Assembly from proceeding with the impeachment motion of Governor Guyo.
Justice Heston Mbogo, in a virtual court, on Friday stated that a conservatory order issued on June 23 was still in force and any action by the assembly was in contempt.
“The orders dated June 25, 2025, are still in force. Any acts by the respondents or any other party, in defiance of the court order, shall be null and void. The orders shall remain in force until they are set aside by the court,” Justice Mbogo directed.

During the impeachment hearing at the County Assembly, two MCAs were absent, and no one opposed the motion.
Governor Guyo, according to the assembly, did not appear before it to defend himself despite being formally invited.
His absence was recorded, and the session proceeded in line with Standing Orders.
Among the accusations faced by the county boss were overseeing several stalled development projects and underperforming on the county’s revenue collection targets.
Residents of Isiolo gathered earlier this week at various social halls across the county’s 10 electoral wards to present oral and written feedback either supporting or opposing the impeachment of Governor Guyo before he was impeached.
