Former CS Lands New Role in Ruto’s Major Shakeup [FULL LIST]

President William Ruto has nominated former Labour and Social Protection Cabinet Secretary (CS) Florence Bore in new appointments and redeployments within Kenya’s Foreign Service. The changes include new ambassadors, high commissioners, consuls general, and deputy heads of mission.

Bore has been nominated as Kenya’s High commissioner to Windhoek, Namibia. Florence Bore was among the Cabinet Secretaries dismissed by the President in July last year following a wave of Gen Z-led protests. Prior to that she served as Kericho Woman Representative for a one term from 2017.

She holds a bachelor’s degree in education, from Moi University. Bore also has a Diploma in Education from the Kagumo Teachers’ Training College in Nyeri County. She worked as a teacher at Kericho Day Secondary School for 20 years.

State House Spokesperson Hussein Mohamed in an executive notice issued on Friday August 15, 2025, said the appointments are part of the government’s Bottom-Up Economic Transformation Agenda (BETA).

“In an Executive Action carried out today, the President has realigned the nation’s Foreign Service to optimize performance and enhance service delivery, as outlined in the Administration’s Manifesto under the Bottom-Up Economic Transformation Agenda (BETA),” read the notice part.

“In accordance with Article 132 (2) (e) of the Constitution, the President has nominated and redeployed the following Ambassadors, High Commissioners and Consul Generals.”

The reshuffle also sees Public Service Commission (PSC) chairperson Anthony Muchiri nominated as Kenya’s Ambassador to Ankara, Turkey.

Additionally, Maurice Odhiambo Makoloo, Ambassador and Permanent Representative of the Republic of Kenya to Vienna, Austria, has been redeployed to represent Kenya in London, United Kingdom. He was appointed as UK ambassador in 2024.

Makoloo is currently pursuing a Doctor of Philosophy (PhD) in Law and Development at the University of the Witwatersrand. Makoloo is a Kenyan lawyer and diplomat with over 25 years of experience in law, governance, philanthropy, and international development.

He has previously served as Area Vice President for Africa at Habitat for Humanity International, Regional Director for Eastern Africa at the Ford Foundation, Director of the Institute for Law and Environmental Governance (ILEG), and Senior Partner at Enonda, Makoloo, Makori & Co. Advocates.

He holds a Master of Laws (LLM) degree from the University of Nairobi, obtained in 2005, and a Diploma in Legal Studies from the Kenya School of Law, earned in 1998.

He also graduated from the University of Nairobi in 1997 with a Bachelor of Laws (LLB) degree, Second Class Honours Upper Division.

At the same time, Amb. Catherine Kirumba Karemu, who was serving as Kenya’s High Commissioner to the United Kingdom, has been posted to Dar es Salaam, Tanzania.

Wahome is a seasoned professional with a distinguished career spanning approximately 30 years in leadership and organizational development.

Throughout her career, she has held various high-level positions, including serving as Technical Advisor on Human Resource Management and Development to the Cabinet Secretary in the Ministry of Public Service, Gender, Senior Citizens Affairs, and Special Programmes.

Catherine holds a Master of Philosophy (MPhil) degree from Cambridge University (UK), an MBA from the University of Nairobi (where she graduated at the top of her class), and a First-Class Honours Bachelor of Commerce degree from Kenyatta University, Kenya.

She is also a credentialed Executive Leadership Coach, Facilitator and Competence Assessor.

Kenya’s Saudi Arabia envoy Amb. Mohamed Ramadhan Ruwange has been demoted to Arusha, Tanzania general consul.

Amb. Geoffrey Eyanae Kaituko has been retained as Deputy Head of mission, Canada.

George Morara Orina, formerly Ambassador to Ethiopia and Permanent Representative to the African Union, has been posted to Dublin, Ireland.

Hussein said President Ruto has submitted the applicable nominations for Foreign Service appointments to the National Assembly for consideration and approval, in accordance with the Constitution. Amb. Joseph Musyoka Masila is slated to head the embassy in Riyadh, Saudi Arabia.
