IEBC Chairperson and Commissioners Jobs Declared Vacant: Qualifications & How to Apply

Kenyans who wish to apply for the positions of the Independent Electoral and Boundaries Commission (IEBC) Chairperson and Commissioners can submit their applications starting Saturday, February 1, 2025.

This is after the IEBC Selection Panel announced the commencement of the recruitment process, assuring the public of a transparent and merit-based selection to fill the vacancies. 

The panel’s chairperson, Dr Nelson Makanda, in a notice on February 1 detailed the requirements for the IEBC chairperson and commissioners’ positions. 

“WHEREAS Articles BB, 166(3) and 250 of the Constitution of Kenya, 2010, sections 5 and 6 of the Independent Electoral and Boundaries Commission Act, Cap. 7C (referred to as the EBC Act) and the First Schedule thereto, provide for the membership of the Independent Electoral and Boundaries Commission (IEBC) and the process of appointment of the Chairperson and Members of the IEBC,” the advert reads in part. 

“AND WHEREAS by a Gazette Notice No. 1907 of 14 February 2023 and by Gazette Notice No. 2643 of 1 March 2023, His Excellency the President declared one (1) vacancy for the position of the Chairperson of the IEBC and six (6) vacancies for the position of Member of the IEBC.”

Requirements for Appointment as IEBC Chairperson- 1 vacancy

(a) At least fifteen years’ experience as a superior court judge or

(b) At least fifteen years’ experience as a distinguished academic, judicial officer, legal practitioner, or such experience in other relevant legal field; or

(c) held the qualifications mentioned in paragraphs (a) or (b) for a period amounting, in the aggregate to fifteen years, and

(d) met the requirements of Chapter Six of the Constitution.

A person is not eligible for appointment as Chairperson of the IEBC, if they have at any time within the preceding five years held office or stood for election as a Member of Parliament (MP) or of a County Assembly.

Also, interested candidates who are members of the governing body of a political party or hold any state office are not eligible.

Requirements for Appointment as Member of the IEBC- Six (6) Vacancies

A person is qualified for appointment as a member of the IEBC if they hold a degree from a recognized university and has proven knowledge and at least ten years’ experience in any of the listed fields by the PSC.

These include electoral matters, management, finance, governance, public administration, law, information and communication technology, and accounting.

Also, a person is qualified for appointment as a member of the IEBC if they meet the requirements of Chapter Six of the Constitution.

A person shall be disqualified for appointment as a member of the IEBC if they have at any time within the preceding five years held office or stood for election as an MP or MCA.

Interested candidates who are members of the governing body of a political party or holds any state office are also not eligible.

Application Process

Applications should be accompanied by a detailed Curriculum Vitae, certified true copies of academic and professional certificates, a copy of the applicant’s National Identity Card or Passport; and testimonials and other relevant supporting documents.

Applicants shall be required to attach to their applications, current and valid clearances from the Kenya Revenue Authority (KRA), the Higher Education Loans Board (HELB), a Credit Reference Bureau, the Directorate of Criminal Investigations and the Ethics and Anti-Corruption Commission.

“The provision to section 9(5) of the Employment Act. Cap.226 states that an applicant for a state office shall provide compliance or clearance certificates at such times in the recruitment or approval process as they may be required,” the notice adds.

Applications should be addressed to The Selection Panel for the Recruitment of Nominees for appointment as the Chairperson and Members of the IEBC, P.O. Box 41842-00100, Nairobi.

In addition, the applicants must clearly indicate the reference number of the position they are applying for CHAIRPERSON OF THE IEBC (Ref. SP/IEBC/1/2025) or MEMBER OF THE IEBC (Ref. SP/IEBC/2/2025).

Applications and supporting documentation may be hand-delivered in a sealed envelope between 8.00 a.m. to 5.00 p.m. to the Secretariat of the Selection Panel for the Recruitment of Nominees for appointment as the Chairperson and Members of the IEBC, 3 Floor, County House Building, Parliament Road.

Also, applications and supporting documentation may be submitted online as a PDF file format attachment by emailing to iebcselectionpanel2025@parliament.go.ke.

PSC noted that all applications must be received on or before Saturday, February 15, 2025, at 5.00p.m. [EAT]. 

At the same time, the commission highlighted that he names of all applicants and the interview schedule of those short-listed shall be published in the print media, the Kenya Gazette and on the Parliamentary Service Commission (PSC) website.

Only short-listed candidates shall be contacted for interviews.
