IEBC Issues Update on Upcoming By-Elections for Vacant Seats

The Independent Electoral and Boundaries Commission (IEBC) has issued an update on the upcoming by-elections.

Addressing the media on July 19, 2025, IEBC Chairperson Erastus Ethekon said the commission will announce the by-election timelines from next week

“Regarding the upcoming by-elections, we will brief the country on the details, including timelines, starting next week and in the coming months,” Erastus Ethekon said.

The move aims to restore the constitutional right to representation in areas affected by vacant seats.

IEBC Reveals Recalls of MPs

Additionally, the commission revealed it has received four recall petitions targeting.

“We currently have four cases that we will take time to review. Kenyans have the right to recall their leaders. Once we receive the petitions, we will evaluate them and respond accordingly,” said the IEBC chair.

The election body has also moved to the Supreme Court to seek legal guidance on the delay in reviewing electoral boundaries.

Constituencies, Wards and Counties Without Representation

The commission will be tasked with conducting by-elections in more than 16 constituencies.

At least 14 electoral areas require by-elections for members of the National Assembly, including seven ward seats left vacant due to the deaths of elected representatives. 

Other vacancies have arisen from President William Ruto appointing elected leaders to his cabinet and the nullification of elections.

Senate

• Baringo County: In Baringo, the county’s Senate seat fell vacant after Senator William Cheptumo died on February 16, 2025.

National Assembly

• Malava Constituency (Kakamega County): MP Moses Malulu Injendi died on February 16, 2025.
• Ugunja Constituency (Siaya County): James Opiyo Wandayi resigned in July 2024 to become Cabinet Secretary for Energy and Petroleum.
• Banisa Constituency (Mandera County): MP Hassan Kulo died in a road accident in March 2024.
• Magarini Constituency (Kilifi County): Harrison Kombe’s election was nullified by the Supreme Court in May 2024.
• Mbeere North (Embu County): MP Geoffrey Ruku resigned after Cabinet appointment in March 2025.

• Kasipul (Homa Bay County): MP Charles Ong’ondo died on April 30, 2025, after being shot.

County Assemblies (MCAs)

• Machakos County – Mumbuni North Ward: MCA Gideon Kavuu died in August 2023.
• Nyamira County – Nyamaiya Ward: MCA Elijah Osiemo died in a road accident in August 2023.
• Turkana County – Lakezone Ward: MCA Michael Egialan Ekwar died of cancer in November 2023.
• Narok County – Narok Town Ward: MCA Lucas Ole Kudate died in February 2024.
• Samburu County – Angata Nanyekie Ward: MCA Paul Leshimpiro was shot dead by bandits in February 2024.
• Tana River County – Chewani Ward: MCA Hamisi Iddi Deye died in a road accident in June 2023.
