Former Attorney General and National Assembly Speaker Justin Bedan Njoka Muturi appeared before the National Assembly’s vetting Committee led by speaker Moses Wetangula on Sunday, August 4.

President William Ruto nominated Muturi to be the CS for Public Service, Performance and Delivery Management, and the house will determine whether he is suitable for the job or not.

Muturi told the Committee that he is worth about Ksh801 Million, which is a growth of Ksh 40 million in two years.

“Mr. Chairman my current net worth is slightly over Ksh 800 million when I appeared before you in 2022, my net worth was about 761 million,” he stated.

Muturi explained that he began at very junior levels in the Public Service alongside Speaker Wetangula.

He said they were appointed on the same day as magistrates and started with a monthly salary of Ksh 2,400.

“When somebody looks at the length of time that we have worked, it just shows that I have been a very modest public servant,” he said.

He stated that the increase is just an adjustment in the valuation of some small property he has in the village and a little bit of farming activity that he is engaged in.

2022 Vetting

During his vetting for the position of Attorney General in October 2022, Muturi said his net worth was Ksh.700 million.

His revelation then attracted mixed reactions since he had revealed that he was worth Ksh.300 million during an interactive session with his Twitter followers on November 18, 2021.

This meant that his net worth doubled in just 10 months during his last year as National Assembly Speaker.

“I have been a very modest public servant, and my net worth is currently estimated at just about Ksh.700 million. Currently from my activities as a farmer and through consultancies that I do from time to time. I get occasional rewards. Otherwise, I am now a pensioner,” he told the Committee.

Education

Muturi attended Kangaru school for his secondary education before joining the University of Nairobi in 1978.

He pursued bachelor’s degree in law and graduated from UoN in 1981.

The former AG later joined the Kenya School of Law while simultaneously undertaking pupillage at both the JBM Kariuki law firm and the Ramesh Sharma firm.

Political Career

He was admitted as an advocate of the High Court of Kenya in 1982 and served as a principal magistrate between 1982 and 1997 before retiring from judicial service to enter politics.

Muturi contested for the Siakago Member of Parliament (MP) seat in 1997 but lost. That was his debut in elective politics.

However, he won the seat in 1999 in a by-election following the death of then MP Silas Ita.

Muturi retained his seat in 2002 and was chosen the opposition’s chief whip and chair of the Public Investment Committee in the 10th Parliament.

However, he lost in the 2007 general elections, took a break from politics and engaged in personal activities.

He also took part in the Constitution review committees as the chairperson of the Centre for Multiparty Democracy.

Muturi Term as Speaker

In the March 2013 polls, Muriuki Njagagua defeated him for the MPs seat of the new Mbeere North Constituency.

However, Muturi bounced back to the limelight after the polls when he became the Speaker of the National Assembly.

Muturi rode on his close relationship with former President and Jubilee Coalition leader, Uhuru Kenyatta, to win the seat.

He retained the position in 2017 and served until the end of the Jubilee government in 2022.

In February 2022, he announced plans to vie for the presidency under the Democratic Party but later joined President Ruto’s Kenya Kwanza coalition.

He served as the Attorney General from October 2022 to July 2024 when President Ruto dissolved the entire cabinet.
