Trade Cabinet Secretary Moses Kuria has criticized Deputy President Rigathi Gachagua’s stance on the ‘one man, one vote, one shilling’ revenue-sharing formula.
Speaking during a church service in Embu on May 12, Gachagua expressed his support for the revenue-sharing plan that was proposed by former President Uhuru Kenyatta.
He emphasized the need for fairness in distributing revenue to counties, particularly in regions with larger populations.
“In matters of revenue sharing, I firmly believe in and advocate for one man, one vote, one shilling. We demand fairness in revenue allocation, not because we come from a densely populated region, but because it’s the right thing to do,” Gachagua stated.
Kuria Hits Back at Gachagua
In response, Moses Kuria stated that he would not deceive the people of the Mt Kenya region about the revenue formula, as many individuals from the region hold senior government positions.
“This is why I will not lie to the people of Mt Kenya region about one man one vote one shilling.

Our region has produced the sitting Deputy President, 9 Cabinet members (including the Attorney General, National Treasury, and Secretary to the Cabinet), the Majority Leader, Chair Budget, and Chair Finance,” Kuria posted on his X account.
“In the National Assembly, we have the Deputy Speaker and Deputy Majority Leader in the Senate. What other powers would we be looking for?”
Kuria further asserted that the Mt Kenya region holds significant governmental influence and can implement the “one man, one vote, one shilling” formula swiftly if they choose to.
“We are the government and can implement One Man, One Vote, One Shilling by Friday if we are serious. Let us be honest with our people,” he noted.
Gachagua Pushes for ‘one man one vote one shilling’ Formula
Gachagua while addressing congregants in Embu emphasized that the government should allocate resources based on population rather than landmass arguing that residents of the Mt Kenya region contribute significantly to taxes.

“The whole issue of resources is about people, the more taxes you pay when it comes to sharing share more. We will push for that, and we have no apologies to make,” he said.
In April, the Commission on Revenue Allocation (CRA) initiated public participation for its fourth revenue-sharing formula.
During the first meeting between CRA and the Central Regional Economic Bloc, county bosses requested a review of the formula to incorporate the principle of one-man-one vote-shilling.
