Meet Woman Appointed China’s New Ambassador to Kenya

Guo Haiyan is the new Chinese ambassador to Kenya. Ambassador Guo Haiyan was previously the Chinese ambassador to Guyana until her term ended in December last year.

She takes over from Ambassador Zhou Pingjian who served as the Chinese Ambassador for a four-year term as the country’s representative.  

Ambassador Guo Haiyan became the first female envoy from the People’s Republic of China to represent China in Guyana.

Diplomatic Achievements of Guo Haiyan

During her tenure in Guyana, she was pivotal in strengthening bilateral relations and promoting practical cooperation between China and Guyana. Ambassador Guo Haiyan signed a Memorandum of Understanding (MoU) with the Guyana National Bureau of Standards to strengthen cooperation.

Guyana’s president Dr Irfaan Ali commended the outstanding contributions that she made to increase cooperation that both countries benefitted from.

Ms. Guo introduced the Bamboo as a Substitute for Plastic Initiative proposed by China to Guyana so that they can explore bamboo and rattan resources, in order to produce bamboo weaving products which are eco-friendly.  

Moreover, during her tenure as the Chinese ambassador to Guyana, she co-hosted with the Guyanese organization on a seminar that was aimed on the five principles of peaceful Co-existence to building a community with a shared future for mankind.

What’s next for Ambassador Guo

She is now tasked with prioritizing the implementation of FOCAC- Beijing action plan 2025-2027 which outlines the roadmap for future cooperation between China and African countries. 

The key areas that will be addressed include infrastructure, agriculture, health, trade and green development. This aligns with the key sectors that the bottom-up model in Kenya seeks to address. In addition, creating a greater market for the agricultural produce.

Future Endeavors

Ambassador Guo embarks on her new mission to Kenya to bring mutual cooperation between the Kenya-China in her tenure. She will be charged to continue promoting peaceful collaborations between China and Kenya.

On 13th January 2025, President William Ruto received Ambassador Guo Haiyan credentials at State House, Nairobi. 

 In his welcoming message, President Ruto stated, “Kenya will keep strengthening their cordial relations with China, focusing on infrastructure development, trade and investment and collaborating in climate change mitigation.” 

Further, he stated that Kenya will also continue to work together under the Forum on China-Africa Cooperation to accelerate economic growth and mutual benefit for our two nations. 

President William Ruto held bilateral talks during the FOCAC summit with H.E. Xi Jinping, President of The People’s Republic of China further to solidify Kenya’s position as a critical partner for China in Africa. This has shown the cordial relationship that is between Kenya and China.  

The implementation of the FOCAC summit plan will set Kenya and China in partnership as it addresses the Bottom-up model that President William Ruto seeks to centre as his development plan for Kenya. The good diplomatic relationship between The People’s Republic of China and Kenya will bring major developments such as agriculture, trade and infrastructure.
