Property owners in Nairobi have been placed on notice after the Nairobi City County Revenue Authority (NRA) launched a debt recovery exercise targeting long-standing arrears.
In a public notice on July 30, the county announced that it has, with immediate effect, engaged debt recovery firms to recover all outstanding land rates that have remained unpaid for more than three years, together with all accrued penalties and interest.
“TAKE NOTICE that the Nairobi City County Revenue Authority (NRA) has, with immediate effect, engaged the debt recovery firms listed below to recover all outstanding land rates that have remained unpaid for a period exceeding three (3) years, together with all accrued penalties and interest,” Nairobi City County said in a statement.
The county warned that property owners who fail to settle the outstanding arrears risk enforcement action without further notice. The recovery measures may include attachment and auction of property, listing with Credit Reference Bureaus (CRBs), and other lawful enforcement actions provided for under the National Rating Act, 2024.
Nairobi City County Debt Recovery Firms Assigned to Boroughs
To facilitate the recovery exercise, Nairobi City County has assigned specific debt recovery firms to different boroughs across the city.
“Property owners in default are hereby warned that failure to settle outstanding arrears will result in recovery action being taken WITHOUT FURTHER NOTICE. This may include attachment and auction of property, listing with credit reference bureaus, and any other lawful recovery measures available to the Authority under the National Rating Act 2024,” it stated.
Siuma Auctioneers will handle the Western Borough, covering Westlands, Dagoretti South, and Dagoretti North. Prysis Solutions Limited has been assigned the Northern Borough, which includes Roysambu, Kasarani, and Ruaraka.
Jephys Auctioneers will oversee recovery in the Central Borough, covering Starehe, Kamukunji, and Mathare. Boresha Credit Services Limited has been assigned the South Eastern Borough, comprising Embakasi South, Embakasi East, and Makadara.
Quest Holdings Limited will manage recovery in the Eastern Borough, including Embakasi North, Embakasi West, and Embakasi Central. AFS Holdings Limited has been tasked with the Southern Borough, covering Kibra and Lang’ata.

The county said the firms have been appointed to recover outstanding land rates, together with any accumulated penalties and interest, from defaulting property owners within their respective areas.
Property Owners Urged to Settle Arrears
Nairobi County has urged all affected property owners to settle their outstanding land rates immediately to avoid enforcement action.

The notice states that all payments must be made only through the authorized Nairobi City County revenue accounts. Property owners have been advised not to make payments through any unauthorized channels.
“Defaulters are strongly advised to settle their arrears immediately to avoid recovery action. All payments must be made through only the authorized Nairobi City County Revenue Accounts,” Nairobi City County said.
The county also called on members of the public to cooperate with the appointed debt recovery agents as they carry out the recovery exercise.
