The National Transport and Safety Authority (NTSA) has issued a directive requiring all vehicle and motorcycle owners to update their vehicle duty status and records.
The move is part of efforts to streamline compliance, ensure accurate registration data, and enhance road safety oversight.
NTSA, in the notice on Tuesday, July 29, said that it has operationalized the duty update module and vehicle records update tool to provide necessary support to all motor vehicle and motorcycle owners, including financial Institutions, government agencies, insurance companies, dealers, and companies, among others.
According to the authority, several documents are required to facilitate the duty status/records update for motor vehicles and motorcycles.
They include:
1. A duty/records update request letter.
Kindly ensure the contact information (Phone Number and email address) of the motor vehicle owner is provided. A copy of the same letter shall be stamped by the Authority as proof that the documents were perused and received.
2. Copy of the identification card of the owner
3. The original logbook for the motor vehicle
4. KRA Entry document
5. Duty payment receipt
Motor vehicle and motorcycle owners have been urged to visit www.ntsa.go.ke to download the detailed public notice to guide on the documentation submission points, documentation processing and charges, documents collection after processing, and duplicate certificate of ownership (logbook) application.

NTSA, under Section 2 (a) and Section 4 (2) (b) of the NTSA Act, No. 33, 2012 is mandated with the responsibility of registration, licensing of motor vehicles/motorcycles and conducting motor vehicle inspection/ certification.
The authority has over the years reiterated its responsibilities around registration, licensing, and inspection of motor vehicles and motorcycles.
NTSA list motor vehicle ownership and insurance requirements
According to NTSA, any vehicle insured against third-party risks is deemed compliant. However, vehicles without insurance are to be impounded immediately. The owner or driver is liable to fines, imprisonment, and personal responsibility for any damages caused in case of a crash.
On the other hand, the authority warned that using a vehicle that has been purchased but not officially transferred is illegal beyond 14 days is an offence for the buyer to continue using the vehicle after this period without updating ownership.

In cases where a seller cannot be traced or refuses to initiate the transfer, NTSA introduced an alternative or forced transfer service accessible via its online portal.
Registered owners who sell a vehicle before digitization and the buyer fails to transfer ownership could still be held liable for any damage or crime involving the vehicle.
To avoid this, the owner is advised to write to the authority requesting a caveat, supported by a sale agreement, the buyer’s KRA PIN, and a copy of the buyer’s ID.
The authority further clarifies that all details on the certificate of ownership (logbook) must match the actual vehicle. Any discrepancies must be updated through a change of particulars inspection via the NTSA portal.
Insurance cannot be issued if the logbook details differ from the physical features of the vehicle.
Motor vehicle and motorcycle owners, including financial institutions, companies, dealers, and government agencies, are directed to collect processed logbooks and reflective number plates from the designated registration centers.
