The National Police Service has approved new redeployments affecting three senior officers, according to an internal communication dated June 10, 2026, from the Office of the Inspector General in Nairobi.
In a notice on June 10, Inspector General Douglas Kanja stated that the National Police Service Board approved the transfers, which take effect immediately.
“This is to inform you that the National Police Service Board has approved the deployment
of the following officers with immediate effect…,” read the notice.
Under the changes, IG Kanja moved Assistant Inspector General Johana Kiplangat Tonui from the Directorate of Operations within the Kenya Police Service to take over as Commandant of the General Service Unit (GSU).
Assistant Inspector General Fredrick Egesa Nyongesa, who had been serving within the GSU, has been redeployed to the position of Deputy Commandant of the same unit.
In a separate change, Assistant Inspector General Paul Maingo Mumo has been transferred by IG Kanja from the Directorate of Quality Assurance to serve as Director of the Internal Affairs Unit.
The Internal Affairs Unit plays a central role in handling complaints and investigations involving police conduct, while the GSU is a key paramilitary wing tasked with specialized security operations.

Who is Johana Kiplangat Tonui?
Johana Kiplangat Tonui is a seasoned security expert with decades of experience in the National Police Service.
Before this appointment, Tonui served as Director of Wildlife Security at the Kenya Wildlife Service (KWS), where he oversaw efforts to protect conservation areas.
His role involved coordinating anti-poaching operations, managing ranger deployments, and strengthening security across national parks and wildlife reserves.
Tonui has held several senior command positions in the police service, including County Police Commander roles in Mandera and Kitui, as well as leadership assignments in Machakos.
In these postings, he built a reputation for managing security operations in complex and high-risk environments.
He also brings a strong academic grounding to policing, having conducted research on participatory supervision and its effect on performance within the police service.
At KWS, Tonui represented the agency in national engagements and undertook field missions to parks such as Amboseli to engage staff and stakeholders.
A recipient of the Head of State Commendation (HSC), Tonui is recognized for his service and remains a key figure in advancing security coordination and inter-agency collaboration.
Security Breach Triggers Changes Within Presidential Escort Unit
The redeployment comes after the Kenya Police Service announced changes within the Presidential Escort Unit (PEU) hours after a security breach involving William Ruto during a public event in Ganze, Kilifi County.
In a statement issued on May 24, Deputy Inspector General of Police Eliud Lagat announced the changes. In the shakeup, Willian Sawe was appointed the new Head of the Presidential Escort Unit.
Sawe had been serving as the C.O. of the Recce Sub Unit to the Commandant, and the outgoing PEU, Noah Maiyo, was deployed to Vigilance House.
Juda Mathews Gwiyo, from the Deputy Commandant, PEU, was sent on compulsory leave pending retirement.
At the same time, George Kirera, from the Staffing Officer Personnel PEU, was appointed the new Deputy Commandant PEU.
Furthermore, Mr. Josphat Sirma moved from Deputy Commanding Officer of the Recce Sub Unit to Commanding Officer of the Recce Sub Unit, and Mr. Rere Kipkoech was reassigned from Deputy SOB1 to Kenya Police Headquarters – Vigilance.
Earlier, IG Kanja confirmed that a “serious security breach” occurred while President Ruto was addressing the public at a thanksgiving event in Kilifi County.
