Azimio leader Raila Odinga on Monday, November 20, 2023, demanded the resignation and prosecution of two Cabinet Secretaries in the Kenya Kwanza government.
Odinga made these remarks during a press briefing over the controversial Government-to-Government (G-to-G) fuel deal struck with two gulf firms.
According to the opposition chief, the G-to-G fuel deal had failed.
As such, the opposition chief called for the resignation and prosecution of Treasury CS Njuguna Ndung’u and his Energy counterpart CS Davis Chirchir.
“Mr. Davis Chirchir and Njuguna Ndung’u have certainly committed criminal offences, abuse of office, and gone against the constitution,” noted Odinga.
He further added, “They stole money from the consolidated fund in addition to spending monies way above what Parliament approved.They must not only resign but also be prosecuted.”
Additionally, the opposition chief went on to dismiss President William Ruto’s remarks noting that the deal had not achieved its intended purpose which was to ease pressure on the Shilling and lower the cost of fuel prices.
Raila Demands for Investigations
Notably, Odinga demanded investigations on different matters, all involving the G-to-G fuel deal.

“The chairman should rest to the true mandate of the authority and investigate the following,”
First was violation of consumer rights under the bill of rights of the G-to-G oil arrangement and transparency of fuel contracts signed by all parties in the alleged deal.
Similarly, Odinga called for investigations on criminal collusion through price fixing and other corrupt trade practices in the deal.
The opposition chief further called for investigations on the controversies surrounding the dispute between Galana Energies Limited and Anne Njeri Njoroge.
Furthermore, the Azimio leader alleged that the government-to-government deal was a corruption scandal hatched to withdraw money from the exchequer against the law.
Ichung’wa Hit Back
This development comes days after National Assembly majority leader Kimani Ichung’wa hit out at Odinga regarding the fuel deal.
According to Ichung’wah, Odinga’s suggestion that Kenya sources oil products for Uganda was incorrect.
In addition, the Kikuyu Mp noted that the suggestion aimed at creating a troubled relationship between the two countries.
“The G-to-G oil deal does not influence Uganda’s oil imports, as Uganda independently procures its oil products and only transships its oil through Kenya’s pipeline.
Ichung’wah also dismissed Raila’s allegation that the characterization of the oil deal as G-to-G was meant to shield some three Kenyan companies from paying 30 percent corporate tax.
Again, he dared Raila to table evidence proving that the three companies are not remitting their taxes.

The majority leader described G-to-G, as a contract signed between a government ministry and a state-owned corporation.
“What Mr. Raila Odinga billed as a dossier is nothing short of hot air, political propaganda, and cheap street rumors,” stated Ichung’wah.
