President William Ruto took several Kenyans by surprise on 8th and 9th of November 2023 when he made random phone calls to citizens before his inaugural State of the Nation address.
In a follow up of his calls, the president directed Ministry of Cooperatives and MSMEs to locate one of his impromptu phone receivers Harrison Kenga, a Tuk Tuk operator in Mombasa County.
According to the President, Harrison has been a huge champion of the Hustler Fund project and has already borrowed Ksh. 714,000 from the Hustler Fund.
Further the president revealed that during the call, Harrison expressed his interest in expanding his Tuk Tuk business.
“Yesterday I called Harrison Kenga, a Tuk Tuk operator in Mombasa who has accessed Ksh. 714,000 from the Hustler Fund,” said Ruto.
Ruto Directs Ministry to Trace Harrison
The President while honoring Harrison’s dream directed the SMEs Ministry to locate and help him with financing his loan.

“He suggested to me to find a way to have the fund provide asset financing so that he could buy himself a tuk-tuk because the one he had was not his.
I hereby direct the Ministry of Cooperatives and MSMEs to expeditiously engage Mr Kenga,” the president stated as he gave his statee of the nation address.
President Ruto Calls Other Kenyans
Likewise, the head of state spoke to Masoud Abdullahi, a health promoter in Garissa County.
While speaking to Masoud Ruto asked his view on the recently launched Community Health Promoters program.
“Did you get the kits? How do you like the program?” asked a cheerful Ruto.
In response, Masoud said “We are very happy with the program. I have been a promoter since 2011. We are happy with the kits,”.
Furthermore, Ruto made another impromptu call to Hannah Kache from Kwale county and talked about the health promoters.
Similarly, the head of state spoke to Nicholas Khabala, a farmer from Busia to get his sentiments on the drop in fertilizer prices and its impact on farmers.

“Naomba kuongea na bwana Nicholas Khabala ndio wewe? Huyu ni William Ruto,” the President said.
The farmer responded, “Bwana William Ruto, ah His Excellency” as he joined the President in laughing.
Ruto asked Khabala whether he got the subsidized fertilizer, to which Khabala said yes.
“Nilipata fertilizer na inafanya vizuri,” Khabala said. This can loosely be translated to ‘I got the fertilizers which have been effective.’
