Bob Njagi and Nicholas Oyoo, two Kenyan nationals, have been missing in Uganda for more than three weeks after their abduction, sparking outrage among civil society groups.
In a letter dated Thursday, October 23, 2025, and signed by activist Hussein Khalid, VOCAL Africa expressed deep concern and growing dismay over the disappearance of the two men, who were reportedly abducted in Kampala on October 1, 2025, by individuals believed to be linked to Ugandan security forces.
The letter, addressed to the Principal Secretary at the Ministry of Foreign and Diaspora Affairs, warns that neither the Ugandan nor the Kenyan authorities have provided any credible update.
While acknowledging initial diplomatic engagements, VOCAL Africa argues that Uganda’s continued silence cannot be met with passive diplomacy.
The organization insists that Kenya must take a firm and decisive position, saying Uganda should be held accountable for the whereabouts of the two Kenyans.
“Uganda’s continued silence and lack of cooperation cannot be met with passive diplomacy any longer. We therefore call on the Government of Kenya to take a firm and decisive action against the Government of Uganda for its failure to account for the whereabouts of the two Kenyan nationals,” read part of the letter.
The letter stresses that whether or not Uganda was directly involved, it still bears the legal and moral duty to locate, protect, and return the missing Kenyans.
Failure to act, VOCAL Africa warns, undermines human rights commitments and the principles of cooperation enshrined in the East African Community Treaty.
Four Key Demands
In its letter to the Ministry of Foreign and Diaspora Affairs, the organization outlined four key demands aimed at securing the safe return of the two Kenyans and ensuring accountability.
The first demand is for Kenya to issue a strong diplomatic protest to Uganda, insisting that Uganda must disclose the whereabouts of Njagi and Oyoo without delay.
The group argues that silence from Kampala cannot be tolerated any longer.
The second demand calls for Kenya to activate regional and international human rights mechanisms.
This includes engaging bodies such as the African Commission on Human and Peoples’ Rights to investigate the cross-border disappearance and hold those responsible to account.
VOCAL Africa’s third demand is for Kenya to review its bilateral relations with Uganda.
The organization suggests that stronger measures should be considered until the two Kenyans are safely returned, signaling that diplomatic ties cannot remain unaffected by such violations.
“We therefore call on the Government of Kenya to take a firm and decisive action against the Government of Uganda for its failure to account for the whereabouts of the two Kenyan nationals.”
Finally, VOCAL Africa urges the government to provide direct support to the families of Bob Njagi and Nicholas Oyoo.

This includes legal assistance and psychosocial care to help them cope with the uncertainty and trauma caused by the abduction.

According to the letter by VOCA Africa, the abduction of Bob Njagi and Nicholas Oyoo is not an isolated incident; it reflects a worrying trend of shrinking civic space and cross-border repression in East Africa.
The organization has advised Kenya to take a firm and principled stand to ensure that such violations do not recur.
“We urge the Government of Kenya to act urgently and decisively to bring Bob Njagi and Nicholas Oyoo home and to reaffirm that Kenya will never abandon its citizens, wherever they are.”

They added that the safety and dignity of every Kenyan citizen, whether at home or abroad, must remain non-negotiable.
VOCAL Africa concluded by pointing out that the group stands in solidarity with the families of the disappeared and with all Kenyans demanding truth and justice.
