The Salary and Remuneration Commission (SRC) has frozen the salary review for all other public officers in the Financial Year 2024/2025.
In a statement on July 18, the commission noted that the move is as a result of the emerging fiscal constraints and budget cuts emanating from the withdrawal of the Finance Bill, 2024.
“The Salaries and Remuneration Commission (SRC) has deferred the implementation of the salary review for all other public officers in the financial year 2024/2025 until further notice, contingent upon the availability of funding,’ reads the statement in part.
“This decision is informed by there being no allocated budget for the implementation of the advised remuneration and benefits for all other public officers for the financial year 2024/2025, and which was to take effect in July 2024.”
SRC stated that the decision was made in close consultation with the National Treasury, while considering the principles outlined in Article 230(5) of the Constitution of Kenya, 2010, to ensure fiscal sustainability of the public compensation bill.
No Salary Increment for Public Officers
Furthermore, no additional funding will be provided for implementation of the job evaluation results in the financial year 2024/2025.
Also, Public service institutions including health and education with Collective Bargaining Agreements (CBA) are impacted by the deferred implementation of salary review in the financial year 2024/2025.

As a result, government institutions with CBAs were advised to engage the respective trade unions accordingly regarding the decision by SRC and its subsequent impact.
Annual salary notch adjustments in existing salary structures, as advised by SRC, will continue to be applied within budget allocation.
SRC further mentioned that it will continue to monitor the situation and consider a review subject to availability of funding, as shall be advised accordingly by the National Treasury.
SRC Freezes Salary Review for State Officers
On July 3, 2024, the commission froze the upward salary review of all State officers in the financial year 2024/2025, taking into account the current realities of the economy, a reduced budget and existing contractual commitments, so as to ensure affordability and fiscal sustainability of the public wage bill.
The commission made the decision after uproar from Kenyans and politicians over a Gazette Notice from the SRC dated August 9, 2023, which noted that state officers were scheduled to get salary and benefit increments starting July 1.

In the new proposals, both the Speaker of Senate and the National Assembly and the Senate were set to receive Sh1,208,362 from Sh1,185,327.
In addition, the two were set to receive Ksh40 million mortgage, Ksh25,000 airtime and official residence.
On the other hand, the Majority and Minority leaders in both houses were set to walk home with Ksh800,019 from the previous Ksh784,768.
New salaries for MPs and Senators will be Ksh739,600 from the past Ksh725,502.
Parliamentary committees are also set to receive a revised sitting allowance of Sh7,500 per sitting, along with a Sh35 million mortgage allowance, Ksh356,525 for vehicle maintenance, and Ksh15,000 for airtime.
