For the first time in 20 years, the global nuclear watchdog has found that Iran has failed to meet its obligations, even as the Trump administration continues talks with the country.
On May 12, 2025, the Board of Governors of the International Atomic Energy Agency (IAEA) issued a resolution warning of a possible referral to the UN Security Council over Iran’s non-compliance.
“Iran’s many failures to uphold its obligations since 2019 to provide the Agency with full and timely cooperation regarding undeclared nuclear material and activities at multiple undeclared locations in Iran constitute non-compliance with its obligations under its Safeguards Agreement,” the draft resolution said.
Iran responded swiftly to the vote, announcing plans to establish a new uranium enrichment facility following the resolution against it.
Iran Breaks Nuclear Rules
The move comes after an earlier report by the International Atomic Energy Agency, which raised concerns about undisclosed nuclear materials and suspected secret activities at sites that have been under investigation for years.
“The Islamic Republic of Iran has no choice but to respond to this political resolution,” the Iranian Foreign Ministry and the Atomic Energy Organisation said.
Under its safeguard obligations, Iran is legally required to declare all nuclear materials and activities and to grant IAEA inspectors access to verify that none are being diverted from peaceful purposes.

Trump Talks with Iran
Iran and the United States (US) are set to hold a sixth round of negotiations over Tehran’s rapidly advancing nuclear program this Sunday in Oman.
Oman’s Foreign Minister Badr al-Busaidi announced that as the US begins drawing down non-essential personnel and their families from the Middle East, citing concerns over potential regional unrest.
“I am pleased to confirm the 6th round of Iran-US talks will be held in Muscat this Sunday, the 15th,” he posted on his X social platform.
Previously, a US official said US Special Envoy Steve Witkoff plans to meet Iranian Foreign Minister Abbas Araghchi in Oman to discuss the Islamic Republic’s response to a recent American proposal for a nuclear deal.

Israel-Iran War
Israel is reportedly preparing to take military action against Iran, despite ongoing plans and consultations with U.S. officials.
The conflict between Israel and Iran escalated sharply after Iran launched a major ballistic missile attack on Israel on October 1, 2024, firing more than 180 missiles. In response, Israel vowed to retaliate.
Iran stated that the attack was in retaliation for the targeted killings of senior leaders from Hezbollah and Hamas.
Hezbollah leader Hassan Nasrallah and Brig. Gen Abbas Nilforoushan were killed when Israel bombed Iran.
