TSC Issues Directive Over 2,000 Teachers Missing in Upgrade Programme

The Teachers Service Commission (TSC) has flagged anomalies in the data of 2,000 teachers whose details were submitted for the proposed upgrade programme, raising fresh concerns over record accuracy and eligibility.

In an internal memo dated September 18, 2025, TSC Director of Teacher Professional Management Dr. Mugwuku Nthamburi said the affected teachers’ details did not appear in the commission’s system, pointing to “anomalies in transferring teacher details into soft records.”

The memo, addressed to all TSC regional and county directors, further noted that some teachers’ qualifications differed from what appears in the commission’s records.

Other teachers raised concerns that their details had not been captured at all during the data collection exercise.

“The Commission has been processing the data submitted. From the data, it has been noted that information on 2,000 teachers did not appear in our records. This implies there were anomalies in transferring teacher details,” the memo reads in part.

Directives from TSC

The commission has directed regional and county directors to countercheck all registration numbers and names to ensure they align with official records.

Officials were also asked to verify that all eligible teachers at the primary school level are included and to collect additional details, including KCSE index numbers and the year each teacher sat the exam.

The exercise is expected to be finalized and submitted to the commission by September 24, 2025, using a prescribed Excel template.

TSC said the update is important to processing the upgrade programme for P1 teachers, especially those who scored at least a C+ in two subjects but lack a diploma or degree certificate.

The data clarification comes amid growing pressure on the commission to ensure fairness and transparency in the upgrade programme, which thousands of teachers see as a pathway to career progression.

Promotion of Teachers

TSC had officially kicked off the promotional interview exercise for teachers and Curriculum Support Officers (CSOs) for the 2025/2026 financial year.

In a circular issued in September, the Commission announced that the interviews will be conducted in two phases, beginning with primary school teachers from October 6 to October 10, 2025.

The exercise comes on the heels of an earlier advertisement for 21,313 promotional vacancies that ran between August 12 and 25, 2025.

Following a rigorous shortlisting process, TSC released the structure, timelines, and procedures to guide the interviews.

According to the circular, the first phase will target teachers in grades C2 to D1. This includes candidates vying for roles such as Senior Headteacher (D1), Headteacher (C5), Deputy Headteacher II (C4), and Senior Teacher I and II (C3 and C2).

In total, 47,449 candidates drawn from primary schools are expected to sit for the interviews, which will be held across sub-counties nationwide.

TSC further noted that formal invitations would be sent out starting September 16, 2025, giving all shortlisted applicants at least a week’s notice on the interview date, time, and venue.
