Prime Cabinet Secretary and Cabinet Secretary for Foreign Affairs Musalia Mudavadi has appointed National Assembly Speaker Moses Masika Wetang’ula and Senate Speaker Amazon Jeffah Kingi to the Advisory Committee of the World Scout Parliamentary Union in Kenya.
The appointments were gazetted through Gazette Notice No. 13510 under the Intergovernmental Relations Act, with the notice dated July 23.
Wetang’ula has been appointed as the Patron of the committee, while Kingi will serve as its Chairperson
“It is notified for general information of the public that the Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs appoints Moses Masika Wetang’ula as Patron, and Amason Jeffah Kingi, Chairperson, and Members of the Advisory Committee of the World Scout Parliamentary Union Kenya,” read the notice.
Wetangula and Kingi Among Other Committee Members
The other members appointed to the committee are Julius Lekakeny Sunkuli (Kilgoris MP), Jared Odhiambo Opiyo (former MP), Esther Muthoni Ndung’u, John Mahinda Gaita, Florence Mwikali Mutua and Petronilla Were Lokorio.
The notice states that the committee will serve as the Advisory Committee of the World Scout Parliamentary Union in Kenya.
According to the notice, the committee will comprise:
- Moses Masika Wetang’ula – Patron
- Amazon Jeffah Kingi – Chairperson
- Julius Lekakeny Sunkuli – Member
- Jared Odhiambo Opiyo – Member
- Esther Muthoni Ndung’u – Member
- John Mahinda Gaita – Member
- Florence Mwikali Mutua – Member
- Petronilla Were Lokorio – Member

About the World Scout Parliamentary Union Kenya
The World Scout Parliamentary Union (WSPU) Kenya is an association that brings together members of the National Assembly, Senate and County Assemblies to support scouting programmes and youth development initiatives.
Established in 1990, the organization strengthens links between lawmakers and the Scout Movement while promoting leadership, volunteerism, community service, and civic values among young people.
WSPU Kenya is part of the global World Scout Parliamentary Union, an international network of scout-oriented parliamentarians that supports national scout organizations through policy advocacy and legislative engagement.
The Kenyan chapter also serves on the global body’s executive structures and has supported efforts to expand parliamentary support for scouting activities at the ward, constituency, county, and national levels.
The organization has in recent years championed programmes focused on youth leadership, mentorship, environmental conservation and community service.
Kenya has also played a prominent role in the global movement, hosting the World Scout Parliamentary Union’s first Africa Assembly in 2023 and the 11th General Assembly in 2025, the first time the event was held on the African continent.

Ruto Names New State Board Chairpersons
In another Gazette Notice, President Ruto renewed the appointment of Joseah Kiplangat Cheruiyot as Chairperson of the Kenya Medical Training College (KMTC) Board of Management for a further three-year term.
The reappointment, made under Section 9(1)(a) of the Kenya Medical Training College Act, takes effect from August 21.
The notice confirms that Cheruiyot will continue leading the KMTC board, which oversees the management and strategic direction of the institution, one of Kenya’s largest health training colleges.
Separately, the Head of State appointed Lynette Njeru as the Non-Executive Chairperson of the Railway Development Levy Fund Board for a three-year term beginning August 21, 2026.
The appointment was made pursuant to Section 8(4C)(a) of the Miscellaneous Fees and Levies (Amendment) Act. The Railway Development Levy Fund finances the development and expansion of railway infrastructure across the country through revenue generated from the railway development levy.
