Ukrainian President Volodymyr Zelenskyy’s government has revealed the aftermath of one of Russia’s deadliest attacks planned by President Vladimir Putin’s administration, affecting millions in Ukraine.
According to Ukrainian Interior Minister Ihor Klymenko, Russia launched overnight drone and missile strikes across five regions, targeting critical energy and port infrastructure, which left over a million people without electricity.
The Black Sea city of Odesa was particularly hard hit, with grain silos at the port catching fire, as reported by Deputy Prime Minister and Reconstruction Minister Oleksiy Kuleba.

Regional head Oleh Kiper stated that two people were wounded in the attacks across the wider Odesa area.
On Saturday, December 13, 2025, Zelenskyy announced that Russia used more than 450 drones and 30 missiles in the overnight strikes.
Klymenko indicated that the regions affected included Dnipropetrovsk, Kirovohrad, Mykolaiv, Odesa, and Chernihiv. Conversely, Russia’s defense ministry claimed it employed Kinzhal hypersonic missiles, which are difficult to track because they can change direction mid-flight.
This attack by Russia comes amid efforts by U.S. President Trump to call for a ceasefire in a war approaching its four-year mark.
A high-level meeting between Volodymyr Zelenskyy, U.S. special envoy Steve Witkoff, and Donald Trump’s son-in-law Jared Kushner is scheduled to take place in Berlin on Sunday, December 14, 2025.
Officials from the U.S. will meet with leaders from Germany, France, and the UK to discuss a peace plan for Ukraine. Two White House officials confirmed this meeting.

President Zelensky said on Saturday night that representatives from the Trump administration and European allies would also be involved.
“I will have meetings with representatives of President Trump, in addition to our European partners and many leaders about establishing a foundation for peace, a political agreement to end the war,” he said.
“The chance is significant now… We are working to ensure that peace for Ukraine is just and that there is a guarantee, first and foremost, that Russia will not return to Ukraine with a third invasion.”
However, the revised 20-point peace plan to end Russia’s war in Ukraine has caused jitters within Zelenskyy’s camp, particularly regarding territorial concessions.

The main issue involves Ukraine potentially ceding control of the Donbas region (Donetsk and Luhansk oblasts) to Russia, where Moscow currently holds about 86% of the area. The plan proposes that Ukrainian forces withdraw from the remaining Ukrainian-held portions of Donbas, potentially replacing complete Russian annexation with a “free economic zone” under joint oversight.
At the same time, Russia would retain operational control of half the power output from the Zaporizhzhia nuclear power plant it occupies.
The Ukrainian president has remained firm, vowing not to cede any Ukrainian territory to Putin.
