The Government of Kenya, through the Office of the Attorney General and the Department of Justice, has invited lawyers to apply for a tender to offer legal services to government ministries, departments, semi-autonomous government agencies, and state corporations.
In a notice dated March 17, 2026, the government said it intends to implement a prequalification framework for legal service providers for a period of three years.
“The Government of Kenya, through the Office of the Attorney General and Department of Justice (State Law Office), intends to carry out a prequalification framework of legal service providers for the provision of Legal Services to government ministries, departments, and Semi-Autonomous Government Agencies and State Corporations in Kenya for a period of three years,” read part of the notice.
In addition, interested candidates have been urged to access and complete tender documents free of charge from the State Law Office website and through the government procurement portal.
“Tender documents may be obtained electronically from the OAG&DOJ Website: www.statelaw.go.ke and Government Portal: www.mygov.go.ke. Tender documents obtained electronically will be free of charge,” read part of the notice.
Attorney General Announces Tenders for Lawyers to Work for Government
According to the Attorney General, the tendering process will be conducted through an open, competitive method, allowing all qualified and interested lawyers to participate using a standardized tender document.
Following the submission of bids, all tenders will be opened immediately after the submission deadline on March 30, 2026, at 11:00 a.m. in the presence of bidders or their authorized representatives who choose to attend.

Subsequently, the State Law Office will evaluate all tenders to ensure they meet the required qualifications, are complete, and comply with the tender conditions.
The list of prequalified lawyers and law firms will be published on the OAG&DOJ website and the government procurement portal to ensure transparency and public accessibility.
Application and Submission Process
Eligible lawyers and law firms shall access and complete the tender documents free of charge from the Office of the Attorney General and Department of Justice (OAG&DOJ) website www.statelaw.go.ke and the Government Procurement Portal www.mygov.go.ke
Meanwhile, all applications must be fully completed and physically submitted to the Solicitor General’s Office, Sheria House, Nairobi, and deposited in the tender box at the ground-floor reception by March 30, 2026, at 11:00 a.m.
However, late or electronic submissions will be automatically rejected.

Tenderers who download the documents electronically are required to forward their particulars via email ([email protected]) to facilitate any further clarifications issued by the State Law Office.
Contracting and execution of agreements will be undertaken manually at the initial stage. Successful bidders will be notified in writing via email.
Upon notification, they will be required to execute the contract documents through their authorized signatories, after which the Solicitor General will countersign them.
However, the State Law Office reserves the right to verify submitted information, negotiate terms where necessary, and continuously enroll qualified lawyers during the contract period.
