Health CS Adan Duale has revealed that the Government of Kenya will disclose the health deal worth Ksh 208 billion signed between President William Ruto and U.S. President Donald Trump in the United States on December 4, 2025.
The signing ceremony took place in Washington, D.C., and the agreement was signed by U.S. Secretary of State Marco Rubio and Kenya’s Cabinet Secretary for the Prime Minister, Musalia Mudavadi, with President William Ruto in attendance.
Speaking on X Spaces, the Health CS said the documents related to the deal will be made available in Parliament shortly.
“Together on HR, over 13,000 Kenyans, healthcare workers, are working under those programs. So this time, the new paradigm shift and the new architecture is that we must remove the middle team, that is, the implementing agencies and the NGOs. We have signed a G2G agreement, which, for the benefit of the people of Kenya, I have. I will shortly make it available, and I’ll give it to Parliament,” read the statement.
Duale to Avail Documents Related to the Deal in Parliament
The Health CS said the document is a public document and therefore will safeguard the interests of Kenyans by ensuring full disclosure.
“It’s a public document, and it takes care of the interests of our people. We made sure the National Treasury, the Attorney General, and the legal team at the Ministry of Health have reviewed it,” said the Health CS.
Additionally, CS Duale stated that both the data-sharing framework and the agreement are ready. “We have signed. What we are going to sign later are two things: the implementation matrix and the co-financing,” he said.

The Health CS’s revelation comes after a section of Kenyans questioned the government’s reluctance to disclose the health deal, with many arguing that it could breach their privacy since health records may be accessible to the U.S. government.
Adani whistleblower Nelson Amenya questioned the government’s transparency regarding the newly signed agreement, criticizing officials for hosting online discussions rather than releasing the complete documents to the public.
“They’ve already signed the America First health agreement, and instead of sharing the documents they are holding X Spaces? Just share the documents, we have time to read for ourselves, it’s very simple. Also, Rwanda capped theirs at 5 years, but Kenya, in the spirit of outdoing everyone, signed 25 years?” said Amenya.
Kenyans React to Ruto Trump Deal
Another social media influencer, Adrian, added, “Medical data access is being given to the U.S. government without transparency. The deal allows U.S. officials to conduct random audits of 5% of health facilities and to access sensitive patient data without consent. This is a recipe for disaster.”
On December 4, 2025, Kenya became the first African country to sign a health cooperation agreement with the United States worth approximately KSh 208 billion over the next five years.
The agreement will see U.S. funding channeled directly to Kenyan government institutions such as the Social Health Authority (SHA) and the Kenya Medical Supplies Agency (KEMSA), moving away from the traditional model of using non-governmental organizations (NGOs) as intermediaries.

As part of the framework, the Kenyan government has pledged to increase its domestic health spending by an additional $850 million over the next five years, aiming to assume full financial responsibility for its health programs by 2030.
The funds will support key health programs, including HIV/AIDS, tuberculosis, malaria, and maternal and child health, as well as strengthening health systems and disease surveillance.
