The Kenya Civil Aviation Authority (KCAA) has launched a new online Personnel Licensing (PEL) system, allowing applicants to submit and track their license applications digitally through the eCitizen platform.
The upgraded system is designed to simplify the process, improve transparency, and provide users with the convenience of applying from anywhere, at any time.
In a statement dated Thursday, August 28, 2025, the Authority stated that all new and pending PEL applications must be submitted exclusively through the newly launched online platform.
“Following our communication dated 22 August 2025, in which we temporarily suspended Personnel Licensing (PEL) services to prepare for a system upgrade, the online PEL application platform is now live and operational. We hereby request that all new and pending PEL applications be submitted exclusively through the online platform,” read the notice.
KCAA Directs that All License Applications Be Submitted in Its New Online Platform
According to the Authority, applicants can access the system via https://ecitizen.kcaa.or.ke.
The Authority stated that the new system has been developed to deliver a simplified, faster, and more transparent application experience, enabling stakeholders to apply from anywhere, at any time.
Additionally, the Authority mentioned that while the entire application and processing will be conducted online, applicants may still be asked to present physical documents for verification in specific cases, with the system issuing notifications when necessary.

KCAA further thanked stakeholders for their patience during the transition period and emphasized the Authority’s commitment to improving service delivery. “We thank you for your patience during the transition and are committed to enhancing service delivery through this upgraded platform,” said the Authority.
Users are further encouraged to share feedback on the new platform via https://feedback.kcaa.or.ke.

To apply for a KCAA license online, visit https://ecitizen.kcaa.or.ke, log in or create an eCitizen account, and select Personnel Licensing (PEL) under KCAA services.
Select the license type, complete the form, upload the required documents, and pay via M-Pesa, card, or bank transfer.
Submit the application and track its progress online. If required, present original documents at the KCAA offices for verification. Once approved, download and print your license directly from your account.
About the Authority
The Authority’s statement follows days after it temporarily suspended operations of its Personnel Licensing (PEL) Department for 30 days, on August 22. In a statement on August 22, KCAA stated that the move is part of a transition to a fully automated licensing system aimed at eliminating duplication, improving efficiency, and providing applicants with faster, seamless service.
“The Kenya Civil Aviation Authority (KCAA) wishes to inform stakeholders that the Authority has with immediate effect temporarily suspended operations of the Personnel Licensing (PEL) Department for a period of 30 days to facilitate the transition to a fully automated licensing system,” read the statement.

Kenya Civil Aviation Authority (KCAA) is the regulatory authority established by the Civil Aviation Act, 2013 as amended in 2016, with the primary functions of regulation and oversight of aviation safety and security; economic regulation of all services and development of Civil Aviation; provision of air navigation services; and training of aviation personnel.
