The latest 2023 Tifa survey has ranked Moses Kuria, Musali Mudavadi and Aden Duale among the worst performing Cabinet Secretaries in President William Ruto’s government.
The Prime Cabinet Secretary Mudavadi, CSs Kuria and Duale all garnered a 1% performance rate.
According to the Tifa survey released on Thursday, July 13, none of President Ruto’s cabinet secretaries recorded a performance above 40%.
Conversely, Tifa noted in the report that some Kenyans did not identify any Cabinet Secretaries as the best performing despite being in office for almost 10 months now.
The respondents rated none at 40% indicating that there is no cabinet secretary that is best performing while other cabinet secretaries combined scored 4%.
The other cabinet secretaries include Alfred Mutua (Foreign Affairs), Simon Chelugui (Co-operatives and Micro, Small and Medium Enterprises Development, MSMEs), Alice Wahome (Water, sanitation and irrigation) Davis Chirchir (Energy and Petroleum), and Soipan Tuya (Environment and Forestry).
Others are Aisha Jumwa (Public Service, Gender and Affirmative Action), Salim Mvurya (Mining, Blue Economy and Maritime Affairs) and Peninah Malonza (Tourism and Wildlife).
Ruto’s cabinet also has Rebecca Miano (East African Community, Arid and Semi-Arid Lands and Regional Development), Zacharia Njeru (Lands, Housing and Urban Development), Mithika Linturi (Agriculture) and Florence Bore (Labour and Social Protection).

Furthermore, TIFA racked Interior CS Kithure Kindiki as the best with 34% performance rate, Education CS Ezekiel Machogu (7%) and Health CS Susan Nakhumicha (6%).
“At least one-third of Kenyans mention Kindiki Kithure as the best performing Cabinet Secretary,” reads part of the report.
Tifa sampled respondents across nine different zones in the country, including Central Rift, Coast, Lower Eastern, Mt Kenya, Nairobi, Northern, Nyanza, South Rift, and Western region.
The firm used telephone interviews to collect the data.

Moreover, Tifa noted that they interviewed 1,530 respondents between June 24 and June 30, 2023.
Furthermore, the research firm stated there was a +/- 2.5 % margin of error.
